POSITION SUMMARY:Under the direction of the Director of Grants Financial Management, the Supervising Budget Analyst performs highly responsible duties and supervisory work in the planning and preparation of the annual restricted grants budget, and in the analysis and control of the restricted grant revenue and expenditure budgets. The incumbent is responsible for supervising and participating in the most difficult and complex restricted grant budgetary, revenue determination and management analysis projects and assists the Director in supporting other budgetary needs of schools, departments and executive staff that are supported by restricted grant funding.
DUTIES AND RESPONSIBILITIES Supervises departmental staff in the formulation,
loading and monitoring of all restricted grant budgets; Reviews and approved budget journals, grant application
amendments and new grant applications for processing; Works closely with the Director and staff in the
planning and preparation of the annual restricted grants budget; Provides annual revenue forecasts for restricted
grants; Completes periodic financial reviews to revalidate
restricted category appropriations; Works closely with Budget and Management Services
and Human Resources on position control to ensure authorizations are aligned
with approved grants; Assists with compiling information and responding
to audit and grant program review requests; Monitors grant revenue and expenditure levels based
on approved application budget estimates; Investigates and resolves issues relating to grant
management with public stakeholders, school officials and executive leadership; Provides strategic grant financial budget
recommendations to division chiefs and executive staff; Participates in the formulation and updates of
grant procedures and policies; Provides guidance and discernment in applying and
interpreting fiscal grant policies and regulations relating to cost
allocations; and Performs other duties as assigned.
QUALIFICATIONS Knowledge
of the Uniform Grants Guidance (UGG), federal cost principles, general
accounting principles, Financial Reporting Manual for Maryland Public Schools
and Maryland State Department of Education Staff Reporting Standards; Knowledge of the research and
statistical principles, methods, and procedures applicable to governmental
budgeting and accounting; Strong leadership and supervisory skills;
ability to plan, monitor and supervise the work of others; Ability
to analyze issues, shift priorities and cope with ambiguity in a fast-paced
environment; Ability to think critically and problem
solve; Ability to work both independently and
as a member of a team; Ability
to communicate and present effectively both orally and in writing; ability to
prepare concise administrative and financial reports; Computer proficiency with primary
emphasis on office organizational tools, spreadsheets, databases, and the Microsoft
Office product suite; Oracle database system is highly preferred; Considerable knowledge of federal, state and
local governmental and other agency relationships and budgetary requirements
affecting public school operations; Ability to exercise judgment and
discretion in applying and interpreting policies and procedures; and Ability to establish and maintain
effective working relationships with school officials, employees, and the
general public.
EDUCATION and/or EXPERIENCE REQUIREMENTS: Bachelor’s degree from an accredited college or university with coursework in business administration, accounting or a related field required. A minimum of two (2) years of supervisory experience with progressively responsible experience in federal, state and local grant regulations.
CERTIFICATION REQUIREMENTS: Certified Grants Management Specialist (CGMS) or similar certification preferred.
SUPERVISORY RESPONSIBILITIES: Oversees and provides guidance and direction to assigned personnel.

ADDITIONAL INFORMATION: Highly demanding and fast-paced environment; frequently required to work long hours and weekends. Annual leave may be limited during specified timeframes. Local and non-local travel may be required.
