POSITION SUMMARY:Under direction of the Associate Superintendent of Student Services, the Director will develop, coordinate, implement, administer, and evaluate a comprehensive program of student services, including 504 services, college readiness, home schooling, home and hospital teaching, international student admissions and enrollment, mental health services, McKinney Vento programs, psychological services, pupil personnel services, school counseling, school health, student engagement and support, and student records, transfers and archival services. The incumbent of this position serves as a liaison to Prince George's County, community, and private agencies. Responsibilities include budget planning, development of student services related policies and procedures, professional development, long-range program planning, and supervision and evaluation of staff members.
DUTIES AND RESPONSIBILITIES Initiates and develops overall objectives for
Student Services to include 504 services, college readiness, home
schooling, home and hospital teaching, international student admissions and
enrollment, mental health services, McKinney Vento programs, psychological
services, pupil personnel services, school counseling, school health, student
engagement and support, and student records, transfers and archival services; Assesses needs, establishes priorities, develops specific
objectives and strategies and implements the process and procedures for the
evaluation of each program; Develops an operational framework for the unit; Develops personnel for maximum effectiveness; Develops a budget based on an analysis of needs and awareness of
availability of resources; Develops priorities within budgetary limitations; approves and
monitors the expenditure of funds; Develops, monitors and evaluates performance measures; Establishes procedures for monitoring its operation and makes
changes when necessary; Maintains effective communication within the unit; Interprets Board policies and procedures to staff and recommends
to the Associate Superintendent of Student Services policies and procedures
pertinent to the operation of the unit within the division; Interprets programs to community groups throughout the county
through meetings, bulletins, newsletters, websites and other media; Attends and conducts system-wide meetings at various levels; Provides a comprehensive annual report outlining all of the
major accomplishments of each entity of the unit; and Performs other duties as assigned.
QUALIFICATIONS Thorough knowledge of the Maryland State Department of Education (MSDE) and Prince
George's County Public Schools (PGCPS) policies, regulations, and procedures; Code
of Maryland Annotated Regulations (COMAR) and federal and state legislation
relating to the provision of student services; Considerable knowledge of public school administration; Knowledge of current trends and issues related to interagency
services; Ability to plan, administer, coordinate, and evaluate a
countywide student services program; Ability to collect, analyze, and interpret data relative to
student learning and adjustment problems; Ability to effectively represent PGCPS and the Department of
Student Services to others; Ability
to use computer technology in an administrative and educational setting; Possess
effective organizational and programmatic problem solving skills; Demonstrated leadership and administrative competency; Excellent
human relations, supervisory and interpersonal skills; and Excellent oral and written communication skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS: Master's degree from an accredited college or university in a closely related field required; Doctorate preferred. A minimum of five (5) years of experience in a student services related field, such as counseling, pupil personnel work, social work, psychology or school health; and three (3) years of supervisory experience required.
CERTIFICATION REQUIREMENTS: Advanced Professional Certificate with Administrator I endorsement required. Maryland state certification or licensure for one of the pupil service fields, including social work, guidance and counseling, school psychology and/or pupil personnel worker preferred.
SUPERVISORY RESPONSIBILITIES: Oversees and provides guidance and directions to the unit staff.
