POSITION SUMMARY:Under the direction of the Director of Strategic Planning and Resource Management, the Supervisor of Strategic Grants Development and Management is responsible for performing supervisory and managerial oversight of systemic grants development, grants administration, grants compliance, and grants risk management functions for the district. The incumbent is responsible for administrative planning, development, and management of the grants processes, procedures and functions, and oversees the activities of grant professionals in the performance of established grant core services. The Supervisor plans and establishes performance goals, measures, and oversees progress monitoring and capacity building activities for all grant-related reporting staff and processes.
DUTIES AND RESPONSIBILITIES Facilitates
the development of a systemic grant-seeking agenda across divisions to
establish annual grant-seeking fiscal goals and plans; Identifies
grant funding opportunities and oversees all pre-award activities and project
management efforts for approved grant opportunities; Provides
grant management, administrative, and technical support and conducts detailed
compliance monitoring, tracking, internal desk audits, and grant progress
monitoring meetings to facilitate adherence to the budget, schedule, internal
controls and other aspects of each major grant; Provides
strategic visioning consultation to district grant development teams,
individual staff, and external grant partners (when appropriate) in support of
program conceptualization, grant development, and required grant program
reporting efforts; Plans and establishes performance goals, measures,
and oversees progress monitoring and capacity building activities for all
grant-related reporting staff and processes; regularly providing constructive
feedback for continuous improvement; Tracks
systemic grant yield and compliance rate against federal and state criteria; Reports
on grant management performance measures to executive leadership; Provides
grant application development support for entitlement grants submitted under
the Bridge to Excellence Act of 2003 and related annual state plans; Develops
and delivers tailored professional development for prospective grant-developers
and program managers within the district; Assists
the Director in organizing cross-functional grant support teams to address
concerns and implementation issues and provides status reports during the grant
period; Oversees school and central office staff adherence to Prince George’s
County Public Schools Administrative Procedure #3230 and related processes and
practices on behalf of the school system; Reviews,
interprets, and enforces relevant funding rules, policies, and regulations
related to grant acquisition and management from the federal, state, local
agencies, and private institutions; and Performs
other duties as assigned.
QUALIFICATIONS Considerable
knowledge of federal, state, and local regulations regarding grants; Understanding
of administrative procedures surrounding grant risk management; Knowledge
of relevant strategic grants development concepts in the education domain,
program needs assessment methodologies and evidence-based strategies; Extensive
experience in successful strategic grant development concepts in the education
domain, program needs assessment methodologies and evidence-based strategies; Exceptional
communication skills, both written and verbal, and excellent interpersonal
skills; Competency
with online collaboration and eCivis or comparable grant management software; Ability
to effectively manage and evaluate staff engaged in multiple implementation
projects across multiple divisions, departments, and offices simultaneously;
and Experience
facilitating the development of state-mandated annual strategic plans; e.g., Every
Student Succeeds Act (ESSA) Consolidated Strategic Plan (LECS Plan), and Bridge
to Excellence (BTE) Master Plan.
EDUCATION and/or EXPERIENCE REQUIREMENTS: Bachelor’s degree from an accredited college or university in education, business administration, communications, or related field required; Master’s degree preferred. A minimum of six (6) years of successful experience in grant management, preferably in education or public sector setting.
CERTIFICATION REQUIREMENTS: Certified Grants Management Specialist (CGMS) or Grants Professional Certification (GPC) credential is required.
SUPERVISORY RESPONSIBILITIES: Will provide supervision and guidance to department staff.
