POSITION SUMMARY:Under the direction of the Director of Purchasing and Supply, the Supplier Relationship Specialist will be responsible for identifying, managing and retaining strategic relationships with suppliers to maximize value and minimize risks through the entire supplier relationship life cycle. The incumbent will establish a Supplier Relationship Management (SRM) program and participate in strategic sourcing cross functional teams. The incumbent will focus on supplier performance, process improvements and help ensure the savings targeted during the sourcing process. The responsibilities of this position enable supplier relationships visibility that provides relevant information to allow staff to manage and audit supplier relationships more proactively. The Supplier Relationship Specialist will serve as a subject matter expert and resource to staff.
DUTIES AND RESPONSIBILITIES Participates in strategic cross functional
teams and engages in procurement planning with schools and departments via a strategic
sourcing process for all types of goods, supplies and services for the district;
Identifies, develops and deploys
industry-leading supplier management, procurement and category management
practices; Establishes Service Level Agreements (SLA)
that clearly define supplier performance expectations, consequences of
under-performing, over-performing, trigger points, conditions and processes for
remediation; Performs contract administration, including serving
as a liaison between suppliers and departments for compliance with contract
terms and conditions; Monitors supplier’s usage reports, cost data
and prepares semi-annual supplier performance reports; Establishes
strong collaborative relationships with Procurement Operations, Accounts
Payable and Data Analytics teams to develop sound operational processes,
including a platform for problem resolution to ensure performance measurement
objectives are met; Holds regularly scheduled joint relationship
reviews with suppliers to facilitate ongoing relationship management and hosts
mini strategic sourcing events with current and potential suppliers; Manages the iSupplier Portal file maintenance
processes and implementation of Oracle modules that will drive efficiencies and
mitigate risks; Ensures all paperwork (contracts, W9s,
Certificates of Insurance, etc.) is filled by vendors on awards of service; Prepares regular updates focusing on vendors,
services, risks, issues and continuous improvement opportunities; Prepares, manages and maintains accurate
records and electronic documentation on communication plans, sourcing documents
and correspondence between the district and suppliers; Assists with the analysis of current
procurement activities and recommends improvements through more efficient
procurement methods, e-Procurement, quantity discounts, standardization, value
analysis or cooperative purchasing; Assists with designing processes that are
transparent and consistent throughout the district; provides training where
applicable; and Performs
other duties as assigned.
QUALIFICATIONS Knowledge of procurement methods, current
purchasing practices, strategic sourcing techniques, solicitation methods,
contract administration, complex procurement contracts and guidelines
specifically related to public procurement; Possesses strong computer skills including
Microsoft Office suite, working knowledge of Oracle-based systems and other
software application databases; skilled at preparing reports, correspondence
and presentations; Possesses good interpersonal skills,
including the ability to develop and maintain effective and cooperative working
relationships with vendors, departments, employees and the general public; Ability to use judgment and initiative in
making recommendations and resolving problems that are highly complex and
sensitive in nature; experience in mediation of disputes regarding the
selection of award and issues of vendor performance and appeals; Ability to multitask and work effectively to
ensure timely completion of assignments and meeting established quality
standards; Ability to thrive in a fast-paced environment
while maintaining the integrity of the public procurement process; and Possesses strong oral and written
communication skills, integrity and a high sense of personal and professional
ethics.
EDUCATION and/or EXPERIENCE REQUIREMENTS: Associate’s degree from an accredited college or university in business administration, public administration, contract management or a closely related field required with five (5) years’ experience in procurement, strategic sourcing, supplier and contract management; or a Bachelor’s degree preferred with a minimum of three (3) years of experience in procurement, strategic sourcing, supplier and contract management.
CERTIFICATION REQUIREMENTS: Supplier Relationship Management (SRM) Certification or Certified Professional Public Buyer (CPPB) preferred.
SUPERVISORY RESPONSIBILITIES: No formal supervisory responsibilities. May provide guidance to the Vendor Clerk.
