POSITION SUMMARY: Specific tasks or outcomes associated with this position are: Under direction, assist the Director of Building Services, coordinating and supervising staff responsible for the custodial services, repair and physical condition of school facilities, and the facility management, maintenance and construction/renovation work, administering and overseeing maintenance and custodial services for school facilities; prioritizing and administering the completion of work orders for over 200 school facilities and administering contracted services. The work is reviewed by the Director for results obtained in meeting the goals and objectives of the Division. The responsibilities of this classification are considered to be administrative in nature and will require an employee to work beyond the normal day or workweek for which the employee will not receive additional compensation.
DUTIES AND RESPONSIBILITIES Supervises
and administers major surveys mandated by local and State government; Oversees,
plans, schedules, assigns and supervises work performed by Facilities
Coordinators; Administers
contracted services; reviews plans and specifications; evaluates work performed
and oversees service providers; Inspects
school system facilities to evaluate the physical condition of buildings,
equipment and grounds; Initiates
work orders, including budget codes, cost estimates of labor and material, and
determines scheduled dates for repair, renovations, and relocations; Meets
with officials in charge of school facilities to determine priorities of action
required for repairs, renovations, relocations, and opening of new school
buildings; Prioritizes
and designates assignments of work to the Facilities Coordinators, Planners,
Draftsman, and technical staff; Confers
with supervisory personnel to coordinate work activities; Acts
as departmental liaison to other departments; Perform
administrative and supervisory duties requiring effective verbal, written and
computer communication skills; Participates
in the design and implementation of major projects; Coordinates
responses to both Fire Department and Health Department inspections; Coordinates
in-house services, budget allocations, supervises large projects and follows up
on various repairs and installations with on-site inspections; Conducts
and coordinates training and supervision of Facilities Coordinators; Oversee
and coordinate product procurement, working closely with the Purchasing and
Supply Department regarding bids to supply the best possible supplies and
equipment; Determine
and recommend resource requirements and cost-effective strategies for program
improvements; Design,
realign, and recommend schedules for daily routine cleaning, special projects,
opening or reopening schools; and Performs
related duties as required.
QUALIFICATIONS Considerable
knowledge of the theories, principles, and practices of building, equipment and
grounds maintenance, repairs and operation; Thorough
knowledge of construction methods, utilities, building equipment fabrication,
regulation and maintenance; Ability
to plan, implement and evaluate; Skill
in personnel, financial and administrative management; Ability
to develop effective work standards and schedules; Ability
to initiate correspondence and to prepare professional reports; Ability
to administer the policy and procedures of the negotiated contract; Skill
in human relations, communication; and Effective
decision-making abilities.
EDUCATION and/or EXPERIENCE REQUIREMENTS: Graduation from college or university preferred with a degree in education, accounting, law, engineering, construction management, business administration or a related field with technical and supervisory experience in plant management, engineering maintenance or construction; or any equivalent combination of experience or training which provides the required knowledge, skills and abilities.
CERTIFICATION REQUIREMENTS: Possession of an appropriate and valid Maryland Motor Vehicle Operator's License with a driving record indicating five (5) or fewer current points, of which no more than three (3) shall have been accumulated as a result of traffic violations occurring while operating a Board of Education vehicle.
SUPERVISORY RESPONSIBILITIES: Assists Director in overseeing Central Office staff, Facilities Service Base staff, Facility Coordinators, and custodial staff.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
