POSITION SUMMARY:  The Budget Analyst II participates individually or as a project leader in the collection, tabulation, summary, and analysis of preliminary budgetary statistical accounting, and departmental program data together with management studies with respect to divisional requests regarding program expansion, reduction, deletion, or other modifications.    

DUTIES AND RESPONSIBILITIES

 

Gathering preliminary budgetary data, tabulating expenditures and unit cost information;

Providing related services directed toward the compilation and evaluation of division preliminary budgetary requests;

Leading and participating with other professional analysts operating as a team in the completion of complex budget projects;

Writing and/or editing narrative reports describing divisional program expansion, reduction, deletion, or other program modifications including unit operating costs and anticipated total future operational costs based upon suggested program modifications;

Conducting administrative and procedural systems analysis projects;

Developing suggested organizational staffing charts together with related procedural patterns;

Working with the financial services department in the development of improved accounting/budgetary control systems related to the execution of adopted budgets;

Assisting departmental personnel in clarifying new or revised accounting and budgetary procedures;

Participating with senior budgetary personnel in the estimation of future revenue which may flow from county, state and federal sources; and

Supervising and participating in the development of written reports and graphic presentations for budgetary hearing.

 

 

QUALIFICATIONS

 

Responsible experience in business and/or public administration of fiscal and operational data;

Considerable knowledge of the research and statistical principles, methods, and procedures applicable to governmental budgeting and accounting;

Ability to exercise judgment and discretion in applying and interpreting policies and procedures; and

Ability to establish and maintain effective working relationships with school officials, employees, and the general public.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:   Bachelor's Degree from an accredited educational institution with major coursework in accounting, public administration, business administration, or a related field; and four years of experience in the field of budgeting which provides the required knowledge, skills, and abilities necessary to perform effectively in this position.

SUPERVISORY RESPONSIBILITIES: No direct supervisory responsibilities.
