POSITION SUMMARY:


  Performs highly responsible duties and supervisory work in the review, analysis and evaluation of treasury operations responsible for cash management, short term investments, receipts, disbursements and direct deposit administration together with direction of the Assistant Treasurer, although day-to-day tasks may be performed in collaboration.   

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Works with the Assistant Treasurer and other key administrative and staff personnel designated by the Manager in the identification of school system cash management needs and methods of fulfilling such needs;

Assist in the development of investment procedures and manual documentation;

Assist with preparation of cash forecast and cash flow projections;

Assist with the short term investment of funds;

Administer relationships with collection agency and actively manage and collect outstanding receivables, review reports and reconcile;

Reconciles accounts receivable system module on a monthly basis and performs closing procedures;

Participates in the development of standard office procedures and documentation;

Assist with the implementation of banking services and develops banking relationships;

Perform daily system confirmation of check runs;

Assist clerical staff with daily treasury operations, if necessary;

Supervise treasury clerks; and

Performs related duties as required.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Considerable knowledge of office procedures, practice and equipment;

Considerable knowledge of treasury management practices and procedures;

Knowledge of data processing systems and reporting information;

Ability to review, examine, analyze and. interpret complex financial documents and records;

Strong attention to detail; time management and organizational skills;

Ability to establish and maintain effective working relationship with school officials and employees both orally and in writing; and

Ability to plan and supervise the work of clerical personnel in a manner conducive to full performance.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Bachelor’s degree in Finance or Business required with considerable responsible experience (5 or more years) required, preferably in governmental finance including work with data processing, treasury management, and financial analysis. 

 

 



CERTIFICATION REQUIREMENTS:


 

CTP certification recommended.


 

 



SUPERVISORY RESPONSIBILITIES:


 

Oversees staff treasury clerks, as needed.
