POSITION SUMMARY:


  Under direction of the Director of Transportation assists in developing and overseeing a computer assisted school bus routing system. Work assignments include assignment of bus stops to routes, assuring the best sequencing of stops within a trip and creating the optimum trip combinations to obtain the most efficient daily itinerary for each bus route in conjunction with the staggered operating hours of the schools. The incumbent will also assists the Computer Systems Analyst in overseeing the day to day operations of the computer network system in the Transportation Department.   

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Assists in planning, developing, implementing and overseeing a computer assisted routing system as the basis for operations of all bus routes;

Trains and assists Transportation Assistants, and Bus Lot Foreman in the efficient implementation of bus routes through the use of computer assisted routing;

Directs the development of routes;

Develops operating policies and procedures and ensures their effective implementation;

Maintains liaison with Division of Transportation administrative staff and Bus Lot Foreman to assure effective implementation of computer assisted routing;

Maintains liaison with Division of Transportation administrative staff and Bus Lot Foremen to assure effective implementation of a computer assisted school bus routing system;

Maintains liaison with the Information Technology Division/Department to assure needs of the Transportation information system are accommodated by the PGCPS Student Information System, Geographic Information System, and the Wide Area Network Structure;

Assists in supervising technical staff that support all Division of Transportation systems networks;

Performs special assignments such as cost and time simulations for new schools;

Works with schools, Transportation staff, and bus lots to effect transportation services and modifications;

Works with PGCPS offices and departments supporting computer technology and with division of transportation's vendors (hardware, software, telecommunications and services) to assure timely and cost efficient provision of service;

Assists in recommending budget needed to fully support a computer assisted routing and associated divisional automation needs;

Prepares periodic and special reports; and

Performs related work as required.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Considerable knowledge of school bus operations planning and administration;

Considerable knowledge of the subdivisions and road network of Prince Georges County;

Demonstrated proficiency at planning and implementing bus routes and effecting changes in accordance with policies and safety considerations that promote cost efficient bus operations;

Demonstrated knowledge of state and local laws, policies and regulations affecting student transportation;

Knowledge of the capabilities, limitations, and general characteristics of computer based bus routing to an automated environment;

Ability to communicate effectively with operational, technical and management staff;

Ability to train others in implementing and maintaining a computer assisted routing system as the standard of operations within the Division of Transportation;

Ability to diagnose and correct moderately difficult hardware, printing, and software problems;

Ability to update skills as technology changes;

Skill in developing logical solutions to problems of a technical nature; and

Excellent oral and written communications and human relations skills.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Graduation from an accredited college or university preferred with a bachelor's degree in education, transportation, computer science or a related field preferred; with progressive responsibility in the field of school bus transportation that includes experience as a bus driver, bus lot foreman, or other similar positions; experience or training using personal computers, computer networks or computer assisted routing; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

SUPERVISORY RESPONSIBILITIES:


 

May assist in supervising technical staff that support the Division's systems networks.
