POSITION SUMMARY:


Under the direction of the Director of Pupil Accounting and School Boundaries, the Supervisor – School Boundaries will have the overall responsibility for reviewing, monitoring, and recommending all aspects of school boundaries functions and activities.  The incumbent in this class will be responsible for initiating and developing the overall objectives for their assigned unit. Responsibilities include assessing the needs of the unit, developing an operational framework for the unit, developing a budget based on analysis of needs, and implementing the process and procedures for evaluating programs and personnel in the unit. Special assignments are received through conferences, written instructions and requests from the Director of Pupil Accounting and School Boundaries.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Estimates, evaluates and recommends school assignments based on alternative facility, program and boundary plans;

Serves as the technical lead in identifying, developing, monitoring and managing the enrollment, attendance, geographic and demographic components of the student information systems as well as other data sources central to Pupil Accounting and School Boundaries (PASB) functions;

Coordinates with program offices, administrative offices, and transportation and facilities departments to determine the boundaries and facility use and capital improvement plans;

Manages and monitors the quality and timely delivery of various statistical reports required by the school system, county, state and federal agencies including the Educational Facilities Master Plan, Enrollment Reports and Enrollment Projections; and coordinates the preparation of special reports in response to ad-hoc requests;

Collaborates with IT-Student Applications on adjustments to the student information system regarding census, registration and enrollment information;

Monitors and manages a database of development activity to identify and track new subdivision approvals, new residential construction, apartment closures, street additions and re-naming, and other activities potentially impacting school enrollments and school boundaries;

Responds to the general public, parents, schools, offices, board members, and other agencies’ inquiries on procedures and Board policy regarding PASB functions;

Contributes to the development of budget and strategic plans for the department to address core functions, personnel management and development needs;

Provides technical leadership and direction to clerical and professional staff including direct supervision of assigned staff;

Develops and conducts training sessions in areas related to the department’s functions; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Advanced knowledge of data management tools and techniques including relational database systems (e.g.: SQL/Toad) and geographic information systems;

Sound knowledge and experience in demographic assessments, planning and population projections;

Ability to formulate work plans, identify the resources needed, and manage and monitor the execution of work plans to a successful conclusion;

Ability to work independently and to exercise initiative in carrying out program duties and responsibilities;

Ability to collaborate, including the ability to establish and maintain effective and professional work relationships with other offices and outside agencies; strong interpersonal skills;

Ability to lead a multi-disciplinary team;

Ability to train, supervise and coordinate;

Ability to communicate effectively in various settings ranging from one-on-one to large group presentations and must be able to use appropriate written, verbal, or electronic communication format to disseminate information and eliciting support for program strategies and actions; and

Excellent planning and organizational management skills.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor’s degree from an accredited college or university in urban planning, geography, information systems or a closely related field with three (3) years of related experience required.  In lieu of a Bachelor’s degree, a minimum of five (5) years of progressively responsible experience with civil planning in a school system, city or county government environment may be considered.
