POSITION SUMMARY:


Under the direction of the Director of Capital Programs, the Supervisor of Capital Programs is responsible for assisting the Director in the discharge of duties relative to facility planning, administration, and coordination of the school facilities design and construction program.  Under the secondary direction of the Director of Purchasing, the Supervisor of Capital Programs serves as a liaison to Purchasing on the coordination of capital projects through the bidding and implementation phases. 

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Supports the strategic goals of the Capital Program, including timeliness, adherence to procedures, and cost-effective program delivery;

Serves as a coordinator and liaison between the Office of Capital Programs and the Project Management Office, ensuring that project implementation plans adhere to strict state and local timelines;

Develops standard procedures and monitors compliance;

Serves as a liaison to the Purchasing Department, maintaining a log of capital projects in Purchasing, coordinating reporting, developing contract acquisition plans for approval by both the Director of Purchasing and the Director of Capital Programs;

Provides quality control on annual and five-year capital improvement project proposals to the State of Maryland's Interagency Committee for Public School Construction (IAC);

Provides support in development of strategic plans for the Prince Georges County Public Schools Capital Program and system-wide plans;

Provides technical information and recommendations regarding planning, design and construction or renovation of school facilities;

Supports the Director of Purchasing in updating and monitoring compliance with the Construction Acquisition Procedures Manual, which is a product of the Department of Purchasing;

Assists in and monitors the coordination of all facets of school construction including acquisition of land, project planning, development of educational specifications, architectural and engineering services and submissions to the Board of Education and the IAC;

Assists the Director of Capital Programs in providing technical and administrative leadership and oversight of school and facilities design and construction activities;

Assists in the development of an annual operating budget for the capital program and monitors project records for accuracy, completeness, and compliance with retention policies;

Monitors and provides quality control for the reviews of architectural and engineering plans and specifications for fiscal and technical sufficiency;

Monitors financial management associated with formulating and adhering to capital budgets; assists in standardizing project delivery methods and methodology, monitors and advises on project cost stability; analysis of bids and contractors;

Researches, formulates and enforces standards for design, materials, and quality of construction and alteration of Prince Georges County Public Schools in coordination with the design section and the Department of Building Services;

Manages assigned teams in the development, design, review, implementation and periodic reevaluation of project plans and strategies to support the achievement of the departmental goals and objectives; and

Performs other duties as assigned.

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Ten years' experience must be demonstrated in leadership ability and knowledge of public school facility planning procedures;

Thorough knowledge of the State of Maryland Public School Construction Program Administrative Rules, Regulations, and Procedures; considerable knowledge of construction document development, design principles, editing, error, and omission review;

Demonstrated knowledge of county, state, and federal regulations pertaining to public facility construction and administrative services;

Considerable knowledge of present building codes and standards, life, safety, health and handicap codes, and construction procedures, including construction management, project and product cost estimations, zoning regulations and mechanical/electrical and HVAC engineering;

Good working knowledge of the principles of educational program and service requirements for the school system,  school administration, and organization;

Ability to inspect and evaluate all phases of construction projects to determine conformance to construction specifications;

Computer literacy including proficiency with Microsoft Word, Excel, and PowerPoint;

Excellent organizational and management skills; and

Excellent oral, written communication, facilitation, interpersonal and collaboration skills.

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


A minimum of Bachelor's degree (Master's preferred) in engineering, construction management, business management, or architecture from an accredited college or university.  A minimum of ten years' experience in a public school construction program; experience with the State of Maryland Public School Construction Program is preferred

CERTIFICATION REQUIREMENTS:


 Licensed to practice architecture in the State of Maryland preferred. A valid driver's license is required.

 

 



SUPERVISORY RESPONSIBILITIES:


 

Oversees and supervises several staff in the Department of Capital Programs.
