POSITION SUMMARY:


Under the direction of the Director of Strategic Planning and Resource Management, the Supervisor - Strategic Planning and Change Management will be responsible for conducting, supporting, and managing the activities involved in the systemic strategic planning process including the planning, development and submission of the local Every Student Succeeds Act (ESSA) Consolidated Strategic Plan, and other Bridge to Excellence state plan requirements. The incumbent will oversee the execution of the planning process, plan development and communication, and the implementation and management of the district’s strategic transformation goals to build systemic change management capacity for ongoing organization effectiveness. Primary responsibilities include day-to-day management of the transformation initiative, involving all divisions and functions, and maintaining connections with multiple stakeholder groups. The Supervisor will design, develop, and manage strategy implementation governance processes to achieve coherent decision-making, effective management of risks, and integration of transformation initiatives into business as usual. The incumbent will also collaborate with project sponsors, subject matter experts, vendor partners, and district staff at all levels throughout the organization.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Facilitates execution of the strategic planning process, strategic plan development, communication, and implementation to achieve established goals, while minimizing risk to current operations and school objectives;

Develops and facilitates the processes necessary to comply with the federal Every Student Succeeds Act (ESSA) entitlement grant stakeholder consultation requirement;

Conducts and documents internal fiscal assessments for systemic strategic priorities;

Manages strategic planning and implementation consultant partnerships to ensure timeliness and quality of established deliverables;

Oversees the implementation of strategic transformation priorities from initial leadership approval through project/program planning, implementation and evaluation phases;

Conducts environmental scans for potential change, performs impact analyses, assesses district readiness and identifies key stakeholders involved for strategy implementation;

Reviews strategic direction through annual strategic needs assessments and proposes course-correcting actions, where appropriate;

Researches and proposes program governance techniques to achieve coherent decision-making, effective management of risks and integration of transformation initiatives into business as usual;

Oversees the preparation, review and reporting of project progress against agreed milestones and achievement of benefits against strategy-driven targets; providing timely reporting to the Director and Executive Leadership Team;

Manages the design, development and execution of a systemic strategic process; monitors the process for the transformation plan to achieve strategic goals; reviews and recommends realignment of implementation plans, where appropriate, to ensure delivery of stated benefits;

Ensures the development of effective communication plans that addresses all key stakeholders;

Confers with direct reports, consultants, and project team members to provide guidance and direction in strategy planning, implementation, and change management;

Manages strategic plan development, communications, and change management activities with internal and external stakeholders, including interacting with executives, internal staff and public community members as appropriate, to share transformation plans and progress updates;

Provides project and program management consulting, education and oversight to support sponsors and functional project managers;

Assists in creating the environment for organizational learning to facilitate change; holds professional learning sessions connected to upcoming changes or transformation efforts in the district; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Ability to effectively manage and evaluate staff engaged in multiple implementation projects across multiple divisions, departments and offices simultaneously;

Knowledge of state-mandated annual strategic plans (e.g., LECS Plan, BTE Master Plan);

Ability to think critically at higher levels of abstraction and to conceptualize strategy;

Understanding of change management and performance management systems in a complex organization;

Knowledge of relevant strategic planning and change management principles in the education domain;

Knowledge of and experience in research and needs assessment methodologies;

Familiarity with federal Every Student Succeeds Act (ESSA) regulations;

Exceptional communications skills, both written and verbal;

Working knowledge of business finance and budgeting concepts;

Demonstrated experience in leading a diverse team of professionals;

Proficiency with the Google suite of applications and MS Office Suite (Word, Excel, Power Point, Teams) and MS Project;

Well-organized and detail oriented;

Ability to work effectively and be decisive in a dynamically changing environment; and

Ability to supervise and evaluate personnel.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor’s degree from an accredited college or university in strategic organizational development, educational administration, business management, information management or a related field required; Master’s degree preferred.  A minimum of five (5) years of project management, strategic planning and/or change management experience required; experience in a K-12 education environment preferred.

CERTIFICATION REQUIREMENTS:


Certification in strategic planning/management, change management or project management preferred.

SUPERVISORY RESPONSIBILITIES:


Provides guidance and supervision to assigned personnel.
