POSITION SUMMARY:
Under
the direction of the Director Title I, the Supervisor of Federal Programs is
responsible for providing direction to department supervisors on the
implementation of Title I in participating schools. Responsibilities involve
monitoring the implementation of department programs and initiatives,
communicating department programs and initiatives with school system personnel
and community groups, and executing administrative responsibilities as
required. Work also includes assessing the needs of the unit, assisting in
developing an operational framework for the unit, assisting in developing a
budget based on analysis of needs, and assisting in implementing the process
and procedures for evaluating programs and personnel in the unit. Special
assignments are received through conferences, written instructions and requests
from the Director, affording latitude for independent judgment and action in
the performance of duties.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Collaborates
with department supervisors on the evaluation of Title I plans submitted by
schools to ensure that funded initiatives help all student populations meet
challenging State content and performance standards;
Facilitates
with supervisors the implementation of the transfer and supplemental education
services options for eligible schools;
Supports
the Division of Human Resources in assisting teachers and paraprofessional
educators to meet the “highly qualified” requirements of section 1119 (NCLB);
Builds
the capacity for parental involvements and community outreach in low-performing
schools through strengthening the home-School Compact, increasing the use of
home/school communication system (SyncMail) and designing parent training;
Attends
Board of Education meetings to respond to programmatic inquiries;
Represents
the department with the Director at meetings, and conferences to give and
receive information; serves as panelist, presenter and facilitator at
leadership conferences for principals and school staffs statewide;
Writes
and disseminates communication documents including newsletters, brochures,
compilation reports, internal and external memoranda, surveys, profiles,
evaluations, and concept papers;
Maintains
strict fiscal accountability through the review of financial documents and
iProcurement requests for central office operations and for requests submitted
by schools utilizing Title I and related grant funding;
Prepares
reports required by the Maryland State Department of Education (MSDE) and
responds when requested to informational requests by other school system
offices and outside organizations;
Devises
administrative and record keeping systems that satisfy federal, state and
county requirements; participate in program audits by furnishing requested data
and participating in interview sessions;
Evaluates
assigned personnel in alignment with articulated Board of Education personnel
guidelines and procedures;
Assists
the Director in the interviewing and hiring of department personnel;
Serves
in the absence of the Director, communicating department directives and serving
as a liaison to the school system and other agencies personnel; and
Performs related work as required.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Demonstrate
experience with federal programs and/or working with schools in school
improvement;
Familiarity
of administrative methods and strategies to select, modify, or develop
responses to meet unexpected or complex federal program conditions;
Knowledge
of elementary and middle school curriculum, compensatory education programs and
working with at-risk student populations;
Extensive
knowledge in promoting support from executive officers;
Considerable
knowledge of budgeting and reporting requirement;
Experience
in working with county, state, and/or federal agencies preferred;
Ability
to analyze and make recommendations regarding federal program proposals and
report development processes;
Demonstrated
leadership and administrative competency;
Demonstrated
written and oral communication skills; and
Effective
human relations skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s degree from an accredited college or university
in educational administration; with two (2) to three (3) years in supervisory
position, and five (5) years of successful teaching experience; or any
equivalent combination of experience and training which provides the required
knowledge, skills and abilities necessary to perform effectively in this
position.
CERTIFICATION REQUIREMENTS:
Advanced
Professional Certificate.
SUPERVISORY RESPONSIBILITIES:
Assist
in overseeing and providing guidance to the unit staff.
