POSITION SUMMARY:
Under the direction of
the Director of Testing, Research and Evaluation, the Supervisor – Data Management
will oversee the collection, dissemination and organization of national, state
and district data with a focus on advanced data analysis and reporting. The incumbent in this position performs
highly responsible duties and supervisory work related to the processing and
reporting of testing programs and will be responsible for the overall function
of the data management team. The Supervisor
– Data Management will oversee all aspects of the data management and reporting
processes within the Department of Testing, Research and Evaluation (DTRE)
including, but not limited to, implementation, configuration, operation,
maintenance and support for DTRE and PGCPS. The incumbent will establish and
continuously monitor and maintain data management and reporting processes in order
to ensure data integrity, reliability, consistency, security, accuracy and best
practices related to DTRE. Special assignments are also received through
conferences, written instructions/requests from the Director of Testing,
Research and Evaluation.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Manages
technical and functional day-to-day operational aspects of data management
within the DTRE;
Manages
development and submission to MSDE of required data files;
Manages
test scanning/scoring operations with DTRE;
Collaborates
with and assist a variety of internal district and external stakeholders;
Develops
system and data integration capabilities between DTRE and other school system
departments;
Manages
data and database systems, including programming, utilities, data dictionaries,
master and metadata management, modelling, schemas, subschemas, data
communications networks and system operations;
Utilizes
techniques and tools for data gathering and analysis including available
options for customizing tools or assisting in building new tools in-house;
Ensures
the quality, reliability and accuracy of all deliverables;
Responds
to data requests from all internal district and external stakeholders in a
timely fashion;
Establishes
procedures to ensure strategic utilization of various assessment vendor contracts and adherence to the
contract scope of work goals and objectives;
Supervises
the operation and workflow of the department, shifting staff members, as
needed, within the unit to meet the objectives of the work plan and to ensure
that deadlines are met;
Monitors
assignments for quality, efficiencies, timeliness and tracks ongoing management
analysis metrics to determine if goals are being met and/or initiation of
remedial actions are necessary;
Carries
out supervisory responsibilities in accordance with organization’s policies and
applicable laws which include interviewing, hiring, staff development, staff
supervision, compliant resolution and problem solving;
Coordinates
with the Director and other staff members as needed; and
Performs
other duties as assigned.

to perform work of a very detailed nature requiring a high degree of accuracy;
Knowledge
of methods and techniques for fact-finding, analysis and resolution of complex
contract issues, and the ability to develop concrete action plans for resolution;

to communicate effectively, both orally and in writing, clearly concisely and
with technical accuracy; including the ability to explain technology solutions
in business terms, establish rapport and persuade others;
Excellent
organizational and time management skills;
Computer
proficiency with primary emphasis on office organizational tools
(Intranet/Internet; e-mail, task tracking and calendar functions),
spreadsheets, databases, and word processing (Microsoft Office product suite);
Experience
with desktop database programs;
Functional
knowledge of and experience with Oracle and relational database environments
(e.g., the FileMaker Pro platform, Microsoft Access, etc.) preferred;
Working
knowledge of CIPA, FERPA and HIPAA regulations; and
Experience
with Extraction Transformation Loading (ETL) and reporting tools.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s degree from an
accredited college or university in information technology, business administration,
organizational management or a related field required. A minimum of five (5) years of demonstrated leadership
experience in systems or data analysis/reporting or application programming required.
Previous experience working in a K-12 or
college/university setting preferred.

unit staff.
