POSITION SUMMARY:


Under the direction of the Director of Budget and Management Services, the Supervising Budget Analyst performs highly responsible duties and supervisory work in the planning and preparation of the annual budget, and in the analysis and control of the expenditure budget.  The incumbent is responsible for supervising and participating in the most difficult and complex budgetary, revenue determination, and management analysis projects and assists the Director in supporting the budgetary needs of schools, departments, and executive staff. 

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Supervises departmental staff in the formulation of the operating budget, including revenues, expenditures, positions, school-based budget allocations, fee structure development and other budget estimates;

Works closely with the Director in developing and maintaining effective revenue forecasting methods;

Manages position control processes to ensure alignment with approved authorized positions by funding source and type;

Monitors the achievement of performance and productivity improvements through careful analysis and review of budget estimates, revenue projections and departmental operational procedures as well as assistance to management officials in controlling expenditures within adopted budgetary limitations;

Works with the Director and other key administrative and personnel staff designated by the Director in the identification of school system budgetary needs, methods of fulfilling such needs and costing analysis development;

Develops budgetary templates, workbooks, procedures and report formats;

Informs division budgetary personnel relative to budgeting procedures and requirements;

Coordinates and participates with budget analysts engaged in receiving, compiling, summarizing, evaluating, and publishing preliminary operating and capital budgetary estimates and related program data for assigned department or groups of departments;

Evaluates divisional budget narrative justifications and related written arguments and supporting materials submitted by the divisions with their requests;

Confers with administrative officials on organization, management and procedural problems, and works with the Director in establishing management responses; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 Considerable experience at the Senior Budget Analyst level with at least two years of supervisory experience;

Considerable progressively responsible governmental or public school system administrative and budgetary experience;

Considerable knowledge of the Financial Reporting Manual for Maryland Public Schools and Maryland State Department of Education Staff Reporting Standards;

Considerable knowledge of the research and statistical principles, methods, and procedures applicable to governmental budgeting and accounting;

Considerable knowledge of current literature and innovations in the field of governmental budgeting;

Considerable knowledge of federal, state and local governmental and other agency relationships and budgetary requirements affecting public school operations;

Ability to exercise judgment and discretion in applying and interpreting policies and procedures; and

Ability to establish and maintain effective working relationships with school officials, employees, and the general public.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor’s degree from an accredited college or university with coursework in Business or Public Administration, Accounting, or a related field; considerable experience at the Senior Budget Analyst level with at least two (2) years of supervisory experience, considerable progressively responsible governmental or public school system administrative and budgetary experience, or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Highly demanding and fast-paced environment; frequently required to work long hours and weekends. Annual leave may be limited during specified timeframes. Local and non-local travel may be required.
