POSITION SUMMARY:
Under direction of the Director of Transportation, the Senior
Transportation and Central Garage Supervisor assists with the planning,
organization and management of the county-wide student transportation
program. Responsibilities include bus
operations, fleet maintenance, safety and training, routing and scheduling,
information technology, budget and human resources. The incumbent of this position is responsible
for ensuring that all applicable federal, state and local laws and regulations
pertaining to transportation operations are complied with at all times. The Senior Transportation and Central Garage
Supervisor assists with the development of project plans, work breakdown,
structures and schedules required to successfully complete bus transportation
projects on time and within budget constraints.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Assists the
Director of Transportation in the development and maintenance of strategic
plans, initiatives and performance measures;
Assists in managing all functions of the
department and manages departmental activities in the absence of the Director;
Directs system-wide transportation
services and ensures the safe, timely and cost effective transportation of
students throughout PGCPS;
Plans, organizes, controls and directs
the scheduling, operations, personnel, budgets, contracts administration,
community relations and safety of the district’s transportation services and
fleet maintenance program;
Ensures that the critical special
education transportation needs and requirements are met and that all applicable
federal, state and local laws and regulations pertaining to transportation
operations are complied with at all times;
Represents the department on a variety
of issues, including school site design, safe access to schools and other
pedestrian and vehicle safety issues; represents the department at Board of
Education, County Council and other meetings as required;
Oversees the screening and training of
bus drivers and transportation attendants and ensures that all transportation
personnel are in full compliance with PGCPS performance standards and all
Maryland Department of Transportation (DOT) rules and regulations regarding the
safe operation of school buses;
Participates in the development of the
annual operating budget for the department;
Serves as a member of the PGCPS critical
incident and emergency response team and the inclement weather team;
Responds to serious vehicular incidents
and other emergency situations requiring senior transportation personnel;
Carries out supervisory responsibilities
in accordance with established policies, procedures and applicable laws to include
interviewing, professional development, staff supervision, performance
evaluation, complaint resolution and problem solving; and
Performs other duties
as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Thorough knowledge of all aspects of
student transportation;
Comprehensive knowledge of local, state
and federal laws, regulations and policies governing student transportation;
Demonstrated ability to supervise effectively
and perform administrative functions independently;
Ability to successfully interact with executive
staff, department personnel, other departments, community groups, government
officials, school administrators and staff, parents and students;
Ability to prepare and oversee the
preparation of complex reports and analyses;
Ability to effectively conduct large
group meetings and professional development/training;
Ability to
effectively communicate in verbal and written forms;
Demonstrated
proficiency with business technology applications (i.e., Microsoft Office
Suite, Google applications and routing software); and
Availability to
work after hours and on weekends as necessary.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor’s degree from an accredited
college or university in transportation, education, public administration, business
or a related field required; Master’s degree preferred. A minimum of seven (7) years of successful
progressively responsible experience in student transportation required.

Oversees and provides
guidance and direction to assigned personnel.
