POSITION SUMMARY:
Under
the supervision of the Director, Human Resources Operations and Staffing, the
Senior Certification Partner has the responsibility for the strategic
development, direction and overall implementation of the organization's
credentialing programs. The Senior
Partner provides oversight, managerial leadership and support to an assigned
team of Certification Partners and support staff. Primary responsibilities include working with
senior leadership to develop and efficiently implement the vision and priorities
related to credentialing in support of strategic human resources/human capital
management and develop and implement the strategic priorities for the
Certification unit. Guides and manages
the implementation and interpretation of credentialing requirements as set
forth by the Maryland State Department of Education (MSDE). The Senior Partner leads, manages and
supports the use of data to drive and inform human capital decision making in
support of achieving the mission, goals and objectives of the organization.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Develops and leads thoughtful and
strategic implementation of the
organization's credentialing program and MSDE regulations and requirements to
support attracting and retaining a talented workforce;
Provides direct oversight, management,
supervison and support to assigned certification team members; Manages the day to day workflow of the unit
to deliver strategic and effective credentialing services to employees;
Serves as the Human Resources
lead to build a credentialing road map
for ensuring fully credentialed
candidates are hired and current employee's credentials are renewed;
Creates and implements strategies for
improved data collection and reporting, leveraging cross functional and external resources and support;
Supports the resolution of issues escalated
by assigned Partners using creative problem solving;
Creates a system of checks and
balances to assess and manage the success of the credentialing program;
Evaluates staff and unit performance;
Coordinates, provides oversight and
implements PGCPS educator credentialing programs for applicants and employees
to include monitoring, tracking and reporting;
Collaborates with division departments
to review, audit and analyze certification data to inform instructional
programs and workforce strategies;
Supports and assists with talent
acquisition and staffing events, presentations and programs;
Collects and analyzes data, prepares
routine and specialized reports for leadership as requested; Makes
recommendations for improved service delivery;
Utilizes all Human Resources
information technology and adapts to new technologies quickly;
Utilizes data to make informed
decisions and support principals/managers in human capital and talent
management; and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
MSDE trained in certification and
accreditation;
Minimum of five years of progressive
experience in leadership or supervisory positions with at least three years
experience performing and leading credentialing related work;
Demonstrated successful supervisory
experience including the ability to lead assigned staff through managing

EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor's
degree from an accredited college or university in a related field required;
Master's degree preferred; MSDE trained in certification and
accreditation. Five years of
progressive experience in leadership or supervisory positions with at least
three years performing and leading credentialing work or a minimum of five
years of professional teaching or administration work in or affiliated with an
education program; Or a combination of equivalent of five years of education
and certification experience and skills that would meet the position
requirements.
CERTIFICATION REQUIREMENTS:
Possess
or be eligible for the Certified Authorized Partner designation by the Maryland
State Department of Education.
