POSITION SUMMARY:
Under the direction of the Chief
Accountability Officer, the Director – Testing, Research and Evaluation is
responsible for designing, supervising, monitoring and implementing the
systemic testing, research and evaluation program. The incumbent for this position is responsible
for initiating and developing the overall objectives for the Department of
Testing, Research and Evaluation.
Responsibilities include assessing the needs of, developing an
operational framework for, developing a budget based on analysis of needs of,
and implementing the process and procedures for evaluating programs and
personnel in the Department of Testing, Research and Evaluation. Special assignments are received through
conferences, written instructions and requests from the Chief Accountability
Officer.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Plans and coordinates the
implementation of the systemic testing, research and evaluation program;
assesses needs and establishes priorities;
Establishes procedures for
monitoring and coordinates the evaluation of various instructional programs as
directed by the Chief Accountability Officer;
Designs and supervises the
development and administration of internal and external testing, research and
evaluation programs;
Supervises the
administration of the state mandated accountability programs;
Provides training and
professional development to administrators, teachers and parents in the proper
use and interpretation of test results for purposes of accountability and
program improvement;
Analyzes tests results to
monitor student and school performance and achievement trends to inform and
direct schools, as well as system wide program improvement initiatives;
Reports test results for
popular consumption; works with community and school groups to build their
knowledge of the testing program;
Responds to ad hoc requests
for test results and reports by members of the Board of Education and
administrators;
Participates in the
selection and evaluation process for department staff; provides the necessary
administrative and supervisory function for appropriate leadership of the
department staff;
Develops and manages the
Prince George’s County Public Schools (PGCPS) budget dealing with instructional
program maintenance, development and improvements based on analysis of needs;
approves and monitors expenditures of department funds;
Establishes collaborative
relationships with other offices and agencies in PGCPS and the Maryland
Department of Education (MSDE) that support the mission of the department;
Participates actively in
meetings and serves on committees related to improving academic outcomes for
students;
Collects and utilizes data
to inform instructional decisions and monitors plans for academic interventions;
Coordinates proven,
research-based methods and strategies for curricular reform;
Develops and presents
information and programs to the Board of Education (BOE), professional staff
groups, and community groups;
Talks with media about
curriculum, instruction, initiatives, and student achievement;
Promotes research and
development work to identify new and innovative programs and practices;
Provides leadership in
designing and developing new programs and initiatives to meet identified needs;
Uses creative and critical
thinking in the areas of testing, research, evaluation, staff management and
problem-solving; and
Performs other duties as
assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Extensive knowledge of testing,
research and evaluation strategies and procedures, including alternative modes
of assessment, such as performance assessments and portfolio assessments;
Ability to increase responsibility
and leadership in the position; ability to prioritize and manage multiple tasks
in a complex school system; possesses a wide range of varied experiences across
school systems and secondary education institutions;
Considerable knowledge of public
school administration;
Demonstrated leadership and
administrative competency;
Excellent interpersonal skills built
on communication and collaboration;
Possesses excellent writing and
technology skills necessary for producing comprehensive reports and making
presentations; and
Computer proficiency with primary
emphasis on office organization tools (Internet/Intranet, e-mail, task
tracking, and calendar functions), spreadsheets, databases, and word processing
(Microsoft Office product suite), and the Oracle database system is highly
preferred.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s degree from a regionally
accredited college or university in measurement, education, or a closely
related field required; Doctorate preferred. A minimum of five (5) years of related
experience required; three (3) years of demonstrated supervisory/administrator
experience preferred.
CERTIFICATION REQUIREMENTS:
Advanced
Professional Certificate with Administrator I or Administrator II Certification
preferred.
SUPERVISORY RESPONSIBILITIES:
Oversees
and provides guidance and direction to the department staff members.
