POSITION SUMMARY:
Under
the direction of the Chief Academic Officer, the Director of Specialty Programs
and The Arts is responsible for the administration of the department, as well
as providing leadership for the designing, planning, development,
implementation and monitoring of countywide curriculum and instructional
programs for Specialty Programs and The Arts. The incumbent of this position will
guide, assist and support all supervisors with program proficiency and will
also provide leadership to the staff in planning responsive improvements within
the program that is directly correlated to established goals. The Director will
seek innovative program approaches, evaluate programs for continued success and
seek ways to expand opportunities. The Director will work on projects provided
by the Chief Academic Officer and will practice a collaborative approach to
program implementation and growth.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Identifies needs for curriculum,
development and instructional program management; designs and conducts
evaluations of new and existing specialty and arts programs and interprets
programs to professional staff, Board of Education and the community;
Fosters relationships with community
arts organizations to serve and support students and their families within and
outside of Prince George's County Public Schools;
Collaborates with the Pupil Accounting and
Testing offices to ensure an equitable admission process for specialty programs
and the arts;
Establishes collaborative relationships
with the Maryland State Department of Education (MSDE), and national and international
organizations to support the mission and vision of specialty and arts programs;
Provides support to the instructional
programs through the identification, evaluation and selection of instructional
materials, and through the development of educator resources and guides;
Participates in the selection and
evaluation processes for department staff; provides the necessary
administrative and supervisory functions for appropriate leadership of staff;
supervises workload of program supervisors and instructional specialists across
all specialty and arts program areas;
Develops and manages the department's
budget; monitors expenditures with regard to instructional program maintenance,
development and program improvements as well as facilitates the development and
implementation of grants that support the instructional programs;
Oversees the writing and dissemination
of communication documents and maintains a healthy branding process for all
programs;
Collects and utilizes data to inform
instructional decisions and monitors plans for academic interventions;
coordinates proven, research-based methods and strategies for curricular reform;
and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Thorough knowledge of the specialty and
arts programs in PGCPS;
Thorough knowledge of educational
theory, research-based best practices, national standards, and Maryland College
and Career Ready Standards;
Knowledge of school improvement planning
process;
Knowledge of employee evaluation
requirements;
Knowledge of innovative and creative
teaching with demonstrated ability to conceptualize ideas and lead and evaluate
large projects;
Excellent interpersonal skills built on
communication and collaboration;
Possess excellent writing, project
management, computer and technology skills necessary for producing
comprehensive reports and making presentations;
Ability to support the department's
vision and the systemic Theory of Change, promote open communication and
collaborative problem-based best practices;
Ability to support the leadership
development of staff; to prioritize and manage multiple tasks in a complex
school system; and support programming PreK-12;
Ability to work with other school
systems and secondary education
institutes to support innovation in programming;
Ability to collect, analyze, and use
data to plan for reform across all content areas;
Ability to use system thinking to
establish clear goals for the development of curriculum, instruction and
programs that will strengthen rigorous literacy instruction district-wide; and
Ability to plan alignment of literacy
outcomes with the systemic outcomes.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s
degree from an accredited college or university in curriculum and instruction,
administration or a closely related field required; Doctorate degree preferred.
Minimum of five (5) years of instructional experience and three (3) years of
administrator experience required.
Previous experience as a Principal and/or central office administrator
preferred.
CERTIFICATION REQUIREMENTS:
Maryland Advanced Professional
Certificate with Administrator I endorsement required.
SUPERVISORY RESPONSIBILITIES:
Oversees
and provides guidance and direction to the unit staff.
