POSITION SUMMARY:


Under the direction of the Chief Human Resources Officer, the Director – Equity, Diversity and Belonging will be directly responsible for overseeing all operations related to systemic equity professional learning for all stakeholders of Prince George’s County Public Schools (PGCPS).  Specifically, the incumbent of this position is charged with leading the work on programs to support the PGCPS Equity Plan.  The Director – Equity, Diversity and Belonging will oversee design, coordination and implementation of programs, policies and practices aimed at addressing the systemic disparities existing in the delivery of services from central offices to schools.  The incumbent of this position will develop and create awareness and understanding in the use of an equity lens to develop and implement programs and practices through professional development and learning.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Initiates and develops overall objectives for the school district and department; assesses needs, establishes priorities, develops specific objectives and strategies and implements the processes and procedures for the evaluation of systemic equity, diversity and belonging programming;

Supervises and leads assigned staff in the development and delivery of professional development programs that promote equity, diversity and belonging at all levels of the organization;

Plans, develops and implements systemic equity professional learning targeted at improving student achievement for all stakeholders, to include school leadership, families and community members;

Collaborates with cross-departmental teams and stakeholders, at all levels, to create equitable opportunities targeted at narrowing achievement and opportunity gaps; reviews best practices and research-based programs that utilize an equity lens;

Assists departmental staff in the planning, monitoring, sustaining and evolving of systemic professional learning programs which promote equitable educational practices and the development of school leadership;

Develops and implements leadership programs for aspiring school leaders and builds school leaders’ expertise in classroom observation, analysis, providing feedback and designing support for instructional excellence;

Leads and oversees programs and initiatives that promote a system wide vision of equity and sustain educational equity and inclusiveness;

Plans for and executes the recommendations of the PGCPS Equity Plan; develops both short-term and long-term goals; creates reports and tracks metrics related to implementation of recommendations;

Develops, organizes and implements professional learning opportunities for district staff and other stakeholders with an emphasis on racial and equity awareness;

Engages and interacts with the community regularly to ensure different voices from the community are heard;

Develops a budget based on an analysis of needs and awareness of availability of resources; develops priorities within budgetary limitations; approves and monitors the expenditure of funds; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Extensive experience in the design, implementation and evaluation of professional learning programs and initiatives;

Ability to evaluate programs, people and processes and provide effective written and oral communication and expertise in personnel and program evaluation;

Ability to multitask, organize and prioritize within a fast paced, rigorous environment;

Proven ability to independently identify strategic areas of opportunity, collect data, assess results, draw valid conclusions and present alternative solutions;

Excellent ability to think and act both strategically and tactically; an intelligent decision-maker and problem-solver with sound judgment;

Superior ability to build collegial relationships and collaborate with senior leadership, peers, and staff at all levels;

Superior written and oral communication skills and ability to intuitively present and document ideas and concepts to staff, management and stakeholders at all levels;

Demonstrated competence in the ability to provide timely and accurate information needed to inform executive decisions;

Demonstrated competencies in the management and supervision of a department and staff;

Demonstrated experience and knowledge of budget development and fiscal management;

Ability to provide leadership, guidance, training and support to internal and external partners in the development and delivery of equity programs and tools; ability to develop work plans and training materials; and

Experience working with stakeholders in public education preferred.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master’s degree from an accredited college or university in education, public administration, ethics studies or a closely related field required.  Minimum of five years of successful experience in the administration of community, education or social justice programs, which focus, in part, on the elimination of structural racism; two years of which must be in a managerial, supervisory or program administration capacity.  Experience in a public agency is preferred.

CERTIFICATION REQUIREMENTS:


Advanced Professional Certificate with Administrator II certification preferred.

SUPERVISORY RESPONSIBILITIES:


Oversees and provides guidance and directions to the unit staff.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
