POSITION SUMMARY:


Reporting to the Chief Human Resources Officer provides leadership, direction, and guidance to the Employee and Labor Relations Office in the Division of Human Resources.  This position is responsible for directing and supporting assigned Advisors, HR Partners and staff, working to proactively resolve and prevent labor disputes.  Collaborates effectively with PGCPS leadership staff to identify and resolve issues. Acts as a key member of the Board of Education’s negotiation team during contract negotiations.  Possesses considerable knowledge of the principles and practices of labor relations and the collective bargaining process including negotiations, grievance procedures, and contract administration/interpretation; knowledge of applicable laws.  

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Actively negotiates all bargaining agreements;

Analyzes negotiated contracts and develops interpretation of intent, spirit, and terms of contract to counsel management in development and application of labor relations policies;

Meets with union officials/staff and unit members to perform various actions related to union contracts;

Meets with local and statewide representatives for the purpose of sharing operations and developments in negotiation matters; maintains active participation in organizations which serve to promote development in assignments;

Investigates adverse action/disciplinary cases, secures statements, makes recommendations for resolution, and performs related activity such as preparing for and attending appeals of disciplinary actions; attends and testifies at state unemployment hearings, as necessary; provides leadership and direction to staff who also perform these functions;

Provides timely, accurate, developmental feedback to staff within the Employee and  Labor Relations Department;

Develops a departmental budget, based on an analysis of needs and an awareness of availability of resources; develops priorities within budgetary limitations; approves and monitors the expenditure of funds;

Plans and ensures appropriate training programs for supervisory personnel regarding contract interpretation, corrective action, and progressive discipline for employees;

Interprets Board policies and procedures to staff and recommends to the Chief Administrator policies and procedures pertinent to the operations of the Employee and Labor Relations Department within the Division of Human Resources;

Provides a comprehensive annual report outlining all the major accomplishments of each entity of the unit/department; and

Performs other duties as assigned - Special assignments are received through conferences, written instructions, and requests from the Chief of HR, Chief of Staff, and the Superintendent of Schools.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Must have a minimum of 8+ years of progressively responsible experience in Human Resources, with 5 or more years at a management level;

Must have significant experience in a leadership role working in a collective bargaining environment;

Must have demonstrated successful supervisory experience with specialization labor relations; and

Must be proficient in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook, etc.)  and skilled in using the internet for work related research.

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Bachelor’s Degree Required.  Juris Doctorate or Master’s Degree in Human Resources, Business, or a closely related field preferred.

Oversees and provides guidance and direction to the unit staff.
