POSITION SUMMARY:


  The Director – Every Student Succeeds Act (ESSA) and Title One Office provides oversight for implementation of the district’s ESSA plan and manages the Title I program, oversees the development of comprehensive program plans, provides guidance for the implementation of planned programs, and monitors budgets in accordance with established local, state and federal policies.  The Director ensures compliance with all local, state and federal laws, Maryland Department of Education rules and regulations, and the policies of Prince George’s County Public Schools.  The incumbent of this position will oversee all programs that fall under Title I; advise executive staff on opportunities for strategic plans, including execution and implementation for such opportunities; plans assignments, organizes workflow, and coaches staff on best practices to improve efficiency.   

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Provides direction and is responsible for implementation of the district’s ESSA plan;

Provides focus and direction for the district’s Title I application; prepares and submits applications for federal funds;

Informs, interprets and makes recommendations regarding the impact of current and impending federal legislation;

Plans with senior staff in the utilization of funds available to the schools through the various federal programs;

Conducts staff development on federal laws and procedures and provides professional development for principals, teachers and other staff as needed;

Advises and consults with staff; manages personnel administration duties including hiring, evaluating and monitoring performance, professional development, assigning special duties, monitoring attendance, travel reports and granting leave;

Maintains current information related to guidelines, requirements and procedures for submitting state and federal projects; attends state and federal program training institutes as needed or recommended;

Provides reports regarding state and federal projects to the Superintendent of Schools,  executive leadership, Board of Education, principals and parents as needed;

Coordinates, implements and supervises the Title I program activities in accordance with the district’s consolidated application;

Updates LEA’s ESSA plan to ensure all goals and objectives meet guidelines and are aligned with academic needs of students in the district;

Develops, monitors and coordinates all state and federal budgets and budgetary reports, as well as the filing of these reports on a timely basis with the appropriate granting agencies;

Participates in the annual budget development activities for state and federal programs; administers budgets and ensures that programs are cost effective and funds are managed prudently; monitors and tracks expenditures for accuracy and compliance;

Serves as a liaison among coordinators, administrators and other appropriate personnel in the coordination of all state and federal resources to ensure student academic needs are met; monitors plans for academic interventions;

Obtains and uses evaluative findings, including student achievement data, to examine curriculum and instruction program effectiveness; recommends changes needed to improve program;

Evaluates all federal legislation, projects and programs for grant entitlement and allocation opportunities relevant to the needs of the district;

Participates and provides leadership in the drafting of project proposals and reports, including the writing and development of program goals, objectives and budgets for federal funding of programs; and

Performs other duties as assigned.

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Possesses a strong background in educational leadership; demonstrated competence in the ability to manage and supervise a department and staff;

Ability to establish and maintain productive working relationships with staff, executive leadership and other stakeholders at all levels;

Ability to apply critical thinking skills in program planning and rendering solutions to various issues;

Knowledge of grant proposal development and an ability to manage financial, material and human resources effectively;

Ability to utilize and train in the use of technology tools to improve efficiency and productivity;

Ability and demonstrated competence in collecting, analyzing and using data and information to plan, implement and make recommendations regarding programs;

Ability to develop, implement, monitor and evaluate program goals and initiatives targeted at increasing student achievement;

Ability to successfully manage multiple tasks, projects and responsibilities; possesses the flexibility to adapt as necessary;

Ability to exercise strict confidence in handling sensitive and confidential information;

Possesses skills in collaborative leadership of individuals and groups; supports the department’s vision and promotes open communication; and

Excellent communication skills, both written and verbal; ability to produce comprehensive reports and deliver presentations.

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master’s degree (Doctorate preferred) from an accredited college or university in the area of curriculum and/or administration or other relevant field. Five (5) years of supervisory and/or administrator experience preferred; experience with federal funds with a focus on Title I preferred.

 



CERTIFICATION REQUIREMENTS:


Administrator I Certification preferred.

 



SUPERVISORY RESPONSIBILITIES:


Oversees and provides guidance and direction to the unit staff.
