POSITION SUMMARY:


Under the direction of the Chief Information Officer, the Director of Technology Integration and Support defines and leads the implementation of priorities and initiatives centered on the effective use of technologies that transform teaching and learning, business and operations practices in PGCPS.  The incumbent of this position plans for, coordinates and supervises staff who provide a wide variety of supports to meet the needs of schools and administrative offices. The Director collaborates with and supports other divisions, departments and key stakeholders in the planning and implementation of district-wide and unique technology solutions and systems and is responsible for leadership and oversight of the PGCPS learning management system and other critical instructional technologies that support student and staff learning.  The incumbent of this position designs and leads professional development on the use of technology applications, plans for and manages the provisioning of student and staff technology hardware, and coordinates the deployment of all technical support, including the service desk and field technicians.  The Director will keep abreast of emerging technology trends and products, and assess their applicability for the PGCPS digital environment. 

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Leads teams charged with the planning and implementation of systems, applications, programs and procedures to define the use of technology across schools and administrative offices;

Monitors, evaluates, and organizes support for technology integration and use of systems and other equipment;

Applies knowledge of current research to practice and model a variety of research-based strategies in educational technology leadership;

Researches and develops innovative ideas and insights, and introduces group tools and processes that encourage creative thinking in the strategic use of technology;

Assists with grant writing opportunities that relate to innovative technologies and practices transforming school systems;

Serves as the primary PGCPS sponsor and implementation lead for the district’s learning management system and related instructional technologies;

Supervises assigned staff, manages projects and establishes processes and procedures that support the effective use of technology and the ongoing professional learning for staff using business and instructional technologies;

Positions technical support personnel to assure the high performance of equipment and software;

Provides leadership on evaluation of existing and proposed technology solutions for their impact on the district’s strategic goals and priorities;

Provides critical problem resolution in a timely manner to secure rapid response;

Facilitates smooth workflow and ensures high standards and quality of technical work;

Supports schools and offices with implementation of effective inventory management procedures for technology equipment;

Reviews and analyzes existing applications and programs to ensure efficiency and effectiveness;

Develops annual budgets for the department, including the purchase of new and existing software, hardware and other tools needed to ensure the effective integration of technology in schools and offices;

Serves on the Division of Information Technology leadership team, with shared responsibility for success of the entire organization;

Collaborates with technology leaders from other school districts and the Maryland State Department of Education;

Provides leadership, strategic vision and management oversight for the Service/Help Desk, the Technology Distribution Centers (TDCs), the IT Technicians and related technical support personnel and the Technology Training Team;

Designs and leads a Technology Advisory Committee comprising students, parents and staff of PGCPS to inform the future use of technology in schools; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Extensive knowledge and leadership in the area of strategic technology planning;

Demonstrated functional knowledge and skills in the area of information technology, instructional technology systems and school system operations;

Thorough knowledge of current research and best practices on national and state trends and research findings on the integration of technology with teaching, learning and educational systems;

Strong experience in using technology to improve instruction, to better meet the needs of all learners, and foster student engagement;

Ability to manage multiple complex projects and achieve results within time, functionality, performance, quality and budget requirements;

Ability to exercise judgment and discretion in applying and interpreting school system policies and procedures; 

Ability to establish and maintain effective working relationships with key school system stakeholders;

Ability to and experience with working closely with senior executives to drive key actions forward;

Extensive experience working in a team-oriented, collaborative environment;

Technical knowledge of instructional technology, learning management systems, help desk and services, technical distribution centers and inventory management procedures, technical support processes, adult learning and professional development, including managing personnel and implementing strategies related to these functional areas;

Ability to present ideas in business friendly or user-friendly language;

Experience and ability to lead large and small group training sessions and meetings;

Ability to effectively prioritize and execute tasks in a high-pressure environment;

Demonstrated leadership and administrative competency;

Highly self-motivated, self-directed, and attentive to detail; and

Excellent written, oral, and interpersonal communication skills.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master’s degree from a regionally accredited college or university in information technology, educational technology or a related field required.  A minimum of five (5) years of progressively responsible experience in educational leadership leading teams and managing complex programs of services and support to users in the area of educational technology.

CERTIFICATION REQUIREMENTS:


Advanced Professional Certificate with Administrator I endorsement required.

SUPERVISORY RESPONSIBILITIES:


Oversees and provides guidance and direction to the unit staff.
