POSITION SUMMARY:


Under the direction of the Chief Human Resources Officer, the Director – Human Resources Operations and Staffing provides leadership, strategic direction, and guidance for the day-to-day operations of the Certification, Data Quality, Recruitment and Staffing offices.  The incumbent of this position leads the overall mission to strategically select, hire, place, credential and retain top talent in all positions ensuring a high quality, high potential and effective workforce is in place to meet organizational goals and increase student achievement.  The Director of Human Resources Operations and Staffing develops and oversees implementation of policies and processes to support the employment lifecycle.  Supervises and manages assigned staff and completes a variety of reports.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Leads, manages  and supervises the operation and workflow of the certification, data quality, recruitment and staffing offices to ensure objectives and deadlines are met and all positions are filled with high potential staff;

Develops long- and short-term goals to ensure business strategies, staffing targets and customer service objectives are met;

Utilizes data to inform the employment lifecycle with a particular emphasis on staffing processes;

Implements accountability measures to closely monitor, track and evaluate  departmental and individual staff performance on quality, efficiency and accuracy of all services, employing remedial actions and strategies as required;

Works directly with principals and hiring manages to proactively identify and meet staffing needs and targets; 

Coordinates and collaborates with the various internal and external departments to  develop and implement staffing strategies to efficiently fill all positions with a particular focus on hard-to-fill positions;

Provides effective training, motivation, direction, delegation, monitoring and evaluation of assigned staff to ensure impeccable service is provided to all customers;

Develops and oversees implementation of policies and procedures and ensures effective distribution and communication regarding staffing functions;

Collaborates with the Chief Human Resources Officer and divisional leaders in developing annual performance plans which enable the division to meet its objectives;

Interprets Board policies and procedures and makes recommendations to the Chief Human Resources Officer for policies and procedures pertinent to staffing issues;

Develops and presents reports/data as requested; and

Performs other duties as assigned.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master’s Degree from an accredited college or university in Education, Management, Human Resources, or a closely related field required.  Minimum of eight (8) years of progressive experience in Human Resources or a related field, preferably in an educational institution, five (5) of which were at the managerial level.

SUPERVISORY RESPONSIBILITIES:


Oversees and provides guidance and direction to department staff members.
