POSITION SUMMARY:
Under the direction of
the Chief of Human Resources, the Director of Employee Performance is
responsible for the oversight and administration of a competence based performance
management system for all employee groups.
The incumbent of this position plans, administers, coordinates and
directs all performance management activities in collaboration with
professional learning to enhance employee performance. The Director of Employee Performance will
ensure employee evaluations and processes are in accordance with negotiated
agreements, school system and Board of Education policies and procedures, and
meets Maryland State Department of Education (MSDE) requirements.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Oversees
and monitors the implementation of system-wide employee performance-based
evaluation systems and works collaboratively with the Office of Professional
Learning and Leadership to design and implement system professional learning at
each level of the organization to drive student achievement, system continuous
improvement and employee performance;
Oversees
and monitors a quality assurance process to ensure consistent implementation of
performance management standards and high levels of fidelity of all employee
evaluations;
Collaborates
and communicates regularly with labor partners, internal departments/offices
and MSDE on the design and development of evaluation systems and ensures
evaluation models and procedures are implemented in accordance with negotiated
agreements and MSDE requirements for applicable employee groups;
Provides
leadership and coaching support to assist with building the capacity of managers, supervisors and school-based
leaders in providing quality feedback to employee groups regarding performance;
Monitors
and analyzes data collection, analyses and reporting mechanisms for continuous
improvement to track and identify workforce performance patterns and trends that
will inform professional learning for retention and engagement initiatives;
Formulates
and implements recommendations for strategic improvements and direction and policy/programmatic
changes based data-driven decisions and professional learning needs;
Represents
the district, Superintendent and/or Chief of Human Resources at
designated meetings at various levels including state representation; and
Performs other duties as assigned.

be proficient in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook,
etc.) and other technologies/platforms used for data collection and analysis.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor’s degree from
an accredited college or university in education, human resources, business or
a closely related field required; Master’s Degree preferred. Must have a
minimum of eight (8) years of progressively responsible experience in school leadership,
human resources or a related field, with five (5) or more years at the
management level. Experience in a
leadership role working with collective bargaining units preferred. A minimum of three (3) years of experience
with Charlotte Danielson’s Framework for Teaching or equivalent educator
evaluation performance management framework preferred.
CERTIFICATION REQUIREMENTS:
Holds
or is eligible for a Maryland Advanced Professional Certificate with
Administrator I or II endorsement is required; or Human Resources Professional
Certification.
SUPERVISORY RESPONSIBILITIES:
Provides supervision
and guidance to assigned unit staff.
