POSITION SUMMARY:


Under the direction of the Associate Superintendent of Supporting Services, the Director of Capital Programs is responsible for the overall operation and supervision of the staff in the Department of Capital Programs. This includes the identification of capital improvement projects; identification of appropriate funding sources; the development of capital improvement plans and applications for state, county and/or other funds; monitoring and tracking of project expenditures; and activities necessary or required in the planning, design, and construction of new schools or renovations to existing educational facilities or other capital improvements to public schools in Prince George’s County.  

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Acts as liaison between the Board of Education, the County Government, and the Maryland-National Capital Park and Planning Commission with respect to public  schools;

Assist in the selection of sites;

Establish specific project budgets, scope and schedule, and improved procedures for project approval and delivery;

Provides leadership and guidance in the development of standard space requirements relative to educational program and service requirements and A/E concepts; updates monthly construction report for projects in the design and construction phase; review and recommends payments for contractors/vendors, architects, and engineers; makes site visits; attends project progress meetings (as needed);

Provides leadership and guidance in planning and developing the facility needs of the of the school system in the Educational Facility Master Plan;

Evaluates new and existing school facility improvement projects for inclusion in the annual Capital Improvement Program (CIP), as Aging Schools Project (ASP) or Quality Zone Academy Bond (QZAB) projects; assists in the development and preparation of the CIP for the Board of Education, the State Public School Construction Program, and the County Government; prepares cost estimates based upon the established scope of work  for each CIP project; makes presentations on general CIP issues and specific projects to elected and appointed bodies, community groups, and the press; assists in Facilities Assessment Study of entire school system and subsequent prioritization for future projects for inclusion in the CIP;

Works with representatives from the Department of Building Services to identify potential projects for capital improvements, establish a detailed scope of work, project budget, schedule and appropriate funding sources;

Assists in the development of schematic design, design development, and contract documents prior to submittal to the Board of Education and the State Public School Construction Program; may represent the Department at Board of Education meetings and represent the school system at meetings with the State Public School Construction Program; prepares reports, makes submissions, and responds to requests from the County government and/or the State Public School Construction Program; assists in the preparation of bidding and construction schedules; and assists in the selection process for architectural, engineering, and consulting  services;

Coordinates architectural and engineering aspects of new construction, capital improvements, and facility renovation; makes recommendations on equipment, materials and building techniques; maintains manufacturers' approval list; maintains liaison with federal, state and local regulatory agencies concerning code adherence; reviews and recommends approval or disapproval of change orders; evaluates the performance of contractors and the performance and professional conduct of architects and engineers under contract with Prince George's County Board of Education;

Supervises the preparation of feasibility studies for replacement of and/or additions and renovations to existing facilities;

Reviews A/E site visit reports and/or progress reports, along with inspection reports in special cases;

Coordinates efforts of the Division of Instruction, Departments of Pupil Accounting and School Boundaries, Building Services, and Transportation for short range and long range needs for new facilities, renovated facilities, facility capital improvements, and temporary facilities;

Responsible for overseeing the review and monitoring of energy usage; utility invoices, and the implementation of energy conservation measures through all capital improvement projects;

Coordinate and schedule activities between the school system and the County and/or City  agencies responsible for the review of plans and specifications for approval and or building permits to assure timely review and adherence to project schedules; 

Maintains a continuing dialogue with all departments that have educational program or service needs and/or requirements that are dependent upon the Department for appropriate facilities to support and enhance their capabilities;

Provides leadership and guidance in developing educational specifications for new construction renovations, additions, or other capital improvement projects;  and

Performs other related duties as required.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Thorough knowledge of the principles, practices, techniques, and application of architectural design and engineering; thorough knowledge of design drawing, building plans, and construction document specification interpretation;

Considerable knowledge of present building codes and standards, life, safety, health and handicap codes, and construction procedures, including construction management, project and product cost estimations, zoning regulations and mechanical/electrical and HVAC engineering;

Good working knowledge of the principles of educational program and service requirements for the school system,   school administration, and organization;

Thorough knowledge of the State of Maryland Public School Construction Program Administrative Rules, Regulations, and Procedures; considerable knowledge of construction document development, design principles, editing, error, and omission review;

Good management skills; ability to make and communicate a variety of recommendations for architectural engineering and mechanical/electrical situations;

Ability to inspect and evaluate all phases of construction projects to determine conformance to construction specifications;

Effective human relations skills; ability to establish and maintain effective and professional work relationships with other school official, architects, engineers, contractors, and outside agencies; and

Excellent oral and written communication skills.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Master's degree from an accredited college or university with major work in Architecture, Architectural Engineering, or educational facility planning, or a related field; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

 



CERTIFICATION REQUIREMENTS:


 

Licensed to practice architecture in the State of Maryland is preferred, which permits the incumbent to certify any Board of Education in-house design construction documents.

 

 



SUPERVISORY RESPONSIBILITIES:


 

 

 

Oversees and supervises staff of the Department of Capital Programs.
