POSITION SUMMARY:


Under the direction of the Associate Superintendent for Supporting Services, the Director of Alternative Infrastructure Planning & Development is responsible for the overall operation and supervision of the staff in the Alternative Infrastructure Planning & Development Program. The incumbent of this position develops, leads and tracks the activities of Prince George’s County Public Schools’ (PGCPS) Alternative Infrastructure Planning & Development Program, whose mission is the construction and maintenance of PGCPS buildings under the Design, Build, Finance and Maintain (DBFM) structure with an availability payment.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Supervises the work of the program and staff, including the selection and evaluation of potential projects, the development of procurement documents, conducts project procurements and the preparation of written reports;

Plans work of the program; gives direction based on the office mission, goals and priorities identified; 

Acts as liaison between the Board of Education, the county government and any private partners;

Provides general oversight of PGCPS projects; monitors and manages executed contracts over the entire life of agreements, and enforces compliance with contract requirements;

Monitors, gathers information and maintains records on PGCPS Alternative Infrastructure Planning & Development projects;

Prepares and presents reports to the steering committee, the Board of Education and Prince George’s County Council on project status, partnership performance, contract performance and compliance, proposed deductions or changes to milestones, and availability of payments;

Serves as the central point of contact for comprehensive agreements of Alternative Infrastructure Planning & Development contracts;

Evaluates and recommends amendments to comprehensive agreements to address changes in project scope, operations or finances;

Collaborates with the Department of Capital Programs on the selection of projects; maintains a working relationship with the Department of Capital Programs and staff, and coordinates efforts with the Director of Capital Programs; 

Coordinates community outreach efforts and stakeholder engagement with private partners on projects;

Coordinates procurement activities, including the legal, technical, and financial analyses, that lead to the award and execution of contracts;

Prepares, implements, monitors budgets, and compiles budget reports for the program and office;

Supervises the maintenance and processes change orders and allowances for all Alternative Infrastructure Planning & Development projects; and

Perform other related duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Demonstrated experience in providing leadership in a managerial/supervisory capacity, including excellent teambuilding skills; 

Must possess the ability to establish the formation of the Alternative Infrastructure Planning & Development Program, organize projects and hire appropriate staff;

Thorough knowledge of principles, practices and methods as they apply to social infrastructure and bundled projects;

Mastery of and skill in applying oral and written communication techniques to present effectively to both professional and lay audiences; 

Must be able to participate effectively at the highest levels of government in all phases of public formulation and implementation;

Ability to read and comprehend complex legal, construction and maintenance agreements and terms sufficiently enough to enforce compliance and conduct review and revision of such agreements and terms;

Must possess strong negotiation skills;

Ability to maintain records and prepare reports from such records;

Working knowledge of office procedures, practices, and equipment, including the ability to operate a computer with proficiency, including MS Office (Excel, Word, PowerPoint);

Good working knowledge of the principles of educational program and service requirements for the school system, school administration, and organization;

Good working knowledge of the State of Maryland Public School Construction Program Administrative Rules, Regulations, and Procedures; considerable knowledge of construction document development, design principles, editing, error, and omission review;

Good management skills; ability to make and communicate a variety of recommendations for architectural engineering and mechanical/electrical situations;

Effective human relations skills; ability to establish and maintain effective and professional work relationships with other school official, architects, engineers, contractors, financiers and outside agencies; and

Good working knowledge of the current principles and practices used in planning and monitoring budgets.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master’s degree from an accredited college or university in planning, public policy, civil engineering, business, finance, law or a related field required. A minimum of ten (10) years of work experience in the areas of pubic construction, finance, capital programs, public-private partnership or combination thereof, required. Experience with multi-million dollar projects focused on construction and/or innovative project financing preferred.

CERTIFICATION REQUIREMENTS:


Professional engineer (PE), juris doctorate (JD), or project management professional (PMP) preferred.   

SUPERVISORY RESPONSIBILITIES:


Oversees and supervises assigned personnel.
