POSITION SUMMARY:


  Under the direction of the Director, Human Resources Operations and Staffing, supervised by the Senior Certification Partner, this position performs technical work related to educator credentialing in accordance with the Maryland State Department of Education (MSDE) regulations.  Primary duties include analyzing credentials for MSDE certification eligibility, salary placement and position assignments.  Processes credential renewals certification renewals and monitors employment contingency lists.  Collects, tracks, updates and maintains accurate data for reporting purposes.  Assists with data analysis and produces report using a variety of technology platforms.       

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Supports the accomplishment of the Human Resources Division mission and objectives by completing technical and administrative tasks related to educator credentialing that support the employment life cycle and transactional employment functions;

Establishes and maintains a strong, positive working relationships with all customers and staff to support the delivery of efficient and effective Human Resources services;

Implements processes, standard operating and administrative procedures, negotiated agreements, local, state and federal regulations;

Reviews and assists with the evaluation of transcripts, experience, tests and other documents to  determine appropriate certification level for eligibility for hiring, classroom assignments and salary placement;

Responds to educator inquiries, schedules and facilitates individual conferences and provides follow up documentation as required;

Prepares routine and specialized reports to determine the effectiveness of programs;

Resolves frontline credential-related issues and concerns with discretion and maintains confidentiality of sensitive information;

Identifies and refers complex and sensitive issues to the Certification Advisor and the Senior Certification Partner;

Prepares employee documents for review and submission through MSDE Educator Information System; Prepares, maintains and tracks information related to post-hiring and performs ongoing credential checks; 

Processes and tracks the status of initial and renewal certificate requests and certification fees;  

Works closely with institutions of higher education regarding the transfer of candidate and employee information required for credentialing;

Gathers, reviews and compiles educator data from a variety of systems to prepare accurate and comprehensive reports;

Fully utilizes available technology to maintain required recruitment and certification data to efficiently track and support applicants and staff;

Participates in systemic, departmental and division activities to support recruitment, staffing and workforce initiatives to include career fairs, meetings, professional development activities and presentations;

Performs a variety of administrative tasks  to support cross-functional teams to ensure efficient and effective office/department operations and high levels of customer service; and

 

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Two years of experience providing certification credentialing or data support;

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

High School Diploma/GED required.  Minimum of five years of administrative support experience. Must have successfully completed classes or coursework resulting in proficiency the use of Human Resources technology systems, Microsoft Office Suite (Excel, PowerPoint, Word and Access), Google, Google Docs, report generating software, and be skilled in the use of technology for work related research. Knowledge of HRIS systems to include Oracle, Discovery, the data warehouse, ERO, and other PGCPS technology platforms. 


 

 

 



CERTIFICATION REQUIREMENTS:


Possess or be eligible for the Certified Authorized Partner Assistant designation by the Maryland State Department of Education.

SUPERVISORY RESPONSIBILITIES:


No direct supervisory responsibilities.
