POSITION SUMMARY:


  Under the general direction of the Director of Purchasing & Supply, the incumbent coordinates the Minority Business Program of the Prince George's County Public Schools.   

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Planning, coordinating and conducting the Minority Business Program for the Prince George's County Public Schools System;

Providing outreach efforts and conferring with minority vendors and representatives to discuss opportunities to secure Minority/Women Business participation;

Providing Minority/Women Business Enterprise and Local Business Enterprise reports on percentage of MBE and LBE participation for State, County and General funding sources;

Providing general information to minority/female vendors and giving assistance in filing bidders' applications, board policy and procedures and other actions that may increase opportunities for minority and women participation;

Coordinating with regional minority certification agencies regarding opportunities for increasing participation;

Recommending the certification of minority firms meeting the criteria established by Administrative Procedures 3325 of the Minority Business Procurement;

Engaging and maintaining a Minority Business Enterprises database of qualified vendors by commodity and service, etc.;

Conducting a Technical Assistance Outreach Training Program for women and minorities that wish to do business with the county school system;

Participating in business opportunity and other events associated with minority and women business interests;

Attending conferences, fairs and shows which allow access to new minority firms;

Preparing progress reports reflecting the ongoing goal attainment of the program as required;

Advising and assisting the Purchasing Department's Buyers in determining the proper application of Bonus Points during evaluation to ensure compliance with the Program's directives.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Considerable knowledge of Public Program administration with some knowledge of Procurement, Procurement  law, county/state laws and ordinances and the rules and regulations governing the purchase of commodities and services for the schools systems;

Considerable experience in minority business affairs interacting with contractors, minority businesses and compliance;

Ability to establish and maintain effective working relationships with minority vendors, Public School Officials and the general Public;

Ability to communicate the technical aspects of the Minority Program in simple, non-technical language;

Ability to analyze, interpret and report research findings;

Thorough knowledge of public sector contracting and bid processes;

Knowledge of Federal State and local laws and regulations governing contracting and minority participation;

Demonstrated problem-solving skills;

Basic knowledge of the construction trades;

Excellent human relations skills facilitating effective interaction with minority businesses, contractors and school system and government employees; and

Excellent written and oral communications skills necessary for performing duties such as writing regulations, reviewing RFP's presenting to community and school system groups and interpreting intricate technical data and regulations.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Bachelor's Degree in Business, Public or Human Resources administration or related field or completion of high school course, plus seven years' experience in Public Administration, Purchasing, Business or Accounting; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
