POSITION SUMMARY:


Under the direction of the Associate Superintendent of Special Education, the Coordinating Supervisor is responsible for (a) the administration, supervision, and coordination of the services within the offices in the Department of Special Education (b) supporting students in academic proficiency, personal and interpersonal school adjustment, and college and career development (c) analyzing data to ensure efficacy of services and delivery models in the least restrictive environment with particular emphasis on schools with specialized programs, and (d) implementing effective home, and community communication and utilization of resources. The Coordinating Supervisor of K-12 Instruction will oversee the provision of a free appropriate education in the least restrictive environment based on a student’s individualized education program in order to ensure academic success for students with disabilities. 

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Coordinate with school-based staff,  and central office personnel and parents to identify appropriate academic strategies to improve the performance of students with disabilities in the least restrictive environment in specialized programs to ensure a free appropriate education;

Facilitate high quality technical support to all schools, including regional schools, to facilitate a free appropriate education in the least restrictive environment based on an individualized education program for each student with disabilities served;

Differentiate program support and targeted assistance for individual school needs related to implementation of service delivery models that enables access, equity and progress for annual state special education targets to be met;

Develop, organize, and monitor department processes as they relate to fiscal, staffing, data, grants, technology and service delivery;

Possess knowledge of state-wide assessments requirements for special populations and competencies in technology related skills;

Coordinate support to staff to secure grants that will benefit the initiatives and programs offered by the department;

Collaborate with principals and PGCPS supervisors/specialists on professional development needs;

Work collaboratively with other departments to improve performances on statewide accountability measures and achievement of the Maryland College and Career-Ready Standards;

Attend Board of Education meetings as requested to respond to programmatic inquiries as related to specialized programs;

Serve as panelist, presenter, and facilitator at leadership conferences for principals and school staffs statewide;

Maintain strict fiscal accountability through the review of financial documents and iProcurement requests for supervisors, and approving payroll;

Prepare reports required by the Associate Superintendent of Special Education and/or other executive leadership staff and respond to informational requests by other school system offices and outside organizations;

Evaluate assigned personnel in alignment with articulated Board of Education personnel guidelines and procedures;

Assist the Associate Superintendent of Special Education in the interviewing and hiring of staff; and

Serve in the absence of the Associate Superintendent of Special Education when requested, communicating department strategic focuses and directives and serving as a liaison to the school system and other agency personnel.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Knowledge of Individuals with Disabilities Education Act (IDEA) and the Americans with Disabilities Act (ADA); Code of Maryland Regulations (COMAR) (13A.05.05) and other policies and legislation that impacts the rights of students with disabilities;

Demonstrated leadership in guiding diverse groups of people through problem-solving;

Demonstrated ability to analyze data and make data-driven decisions; and ability to exercise independent initiative to perform assignments; and

Demonstrated ability to manage and deliver large-scale projects and to prepare reports in a clear and concise manner. Excellent written and oral communication skills.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master’s degree from an accredited college or institution in general education or special education.  Five years of successful teaching experience in special education with a strong special education instruction and compliance background; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities necessary to perform effectively in this position.



CERTIFICATION REQUIREMENTS:


Hold an Advanced Professional Certificate; Administrator I Certification required. 

SUPERVISORY RESPONSIBILITIES:


Oversees and provides guidance and direction to the unit staff.

Specific vision abilities required by this job include close vision such as to read handwritten or typed material, the ability to adjust focus, and depth perception. While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
