POSITION SUMMARY:
The
the scope of duties for the Coordinating Supervisor includes the development
and implementation of the Title I Program in identified school sites in
compliance with the Every Student
Succeeds Act (ESSA). In addition, the Coordinating Supervisor will assist
with maintaining communication with central office personnel and other agencies;
assign, monitor, and assess the workload of staff within the program to ensure
tasks are completed in a timely manner according to departmental procedures and
protocols.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Reviews, understands and implements the
requirements of federal and state mandates applicable to the Title I, Part A
grant;
Collaborates with department supervisors on
the evaluation of Title I program and plans submitted by schools to ensure that
funded initiatives help all student populations meet challenging state content
and performance standards;
Facilitates with supervisors the implementation
of initiatives and interventions applicable for schools in improvement status
(Leading for School Improvement, Comprehensive Support for Improvement,
Targeted Support for Improvement, etc.);
Represents the department with the Director
at meetings, conferences, and/or professional development sessions to give and
receive information regarding federal and state grant requirements for ESSA;
Supports the Division of Human Resources in
ensuring teachers and paraprofessional educators in Title I schools meet the certificate
requirements of section 1119 (ESSA);
Supervises the building of capacity for parent,
family, and community engagement in Title I schools;
Writes and disseminates communication
documents including newsletters, brochures, compilation reports, internal and
external memoranda, surveys, profiles, evaluations, and concept papers;
Maintains strict fiscal accountability
through the review of financial documents and procurement requests for central
office operations and requests submitted by schools utilizing Title I and
related grant funding;
Prepares reports required by the Maryland
State Department of Education (MSDE) and responding to requests from other
school system offices and outside organizations;
Devises administrative and record keeping
systems that satisfy federal, state and county requirements;
Participates in program audits by furnishing
requested data and participating in interview sessions;
Evaluates assigned personnel in alignment
with articulated Board of Education personnel guidelines and procedures; and
Assists the Director with interviewing and
hiring of department personnel; and
Other related duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Extensive knowledge of the Every Student
Succeeds Act of 2015;
Demonstrated experience with federal programs
and/or working with schools in school improvement;
Considerable knowledge of public school
administration;
Familiarity of administrative methods and
strategies to select, modify, or develop responses to meet unexpected or
complex federal program conditions;
Knowledge of elementary, middle, and high school
curriculum, compensatory education programs and working with diverse, at-risk
student populations;
Considerable knowledge of budgeting and
reporting requirements;
Experience in working with county, state, and/or
federal agencies;
Ability to analyze and make recommendations regarding federal program proposals
and report development processes;
Demonstrated leadership and administrative
competency;
Demonstrated written and oral communication
skills;
Excellent organizational ability and effective human
relation skills; and
Principal school leadership experience required.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s degree from an accredited college or
university course work in educational administration. Successful leadership
serving as a principal of an early childhood center, elementary, middle or high
school required.
CERTIFICATION REQUIREMENTS:
Holds
or is eligible for Administrative II certification; and Advanced Professional
Certificate.
SUPERVISORY RESPONSIBILITIES:
Assist
the Director in overseeing and providing guidance and direction in the ESSA
& Title I Department.
