POSITION SUMMARY:


Under the direction of the Senior Compensation and Classification Partner, this position supports the execution of compensation and classifications strategies, policies, programs and initiatives in support of a high performing workforce.  Conducts salary surveys; comparability studies; classification reviews; desk audits; job description review, update, and maintenance; temporary and second assignments; and develops related communications.  The Compensation & Classification Partner is the customer service point of contact for functional area work and inquires and is accountable for the implementation of quality and effective compensation/classification programs and the implementation of district, local, state and federal policies, procedures and regulations. Routine data collection and reporting required.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Implements strategic Human Resources reform to ensure all workforce requirements are met for assigned schools and offices; 

Builds and supports a high quality workforce to support student achievement through talent management;

Establishes and maintains a strong, positive working relationship with assigned  principals and/or central office staff to support the sourcing, assignment, onboarding, induction, retention, development, and performance of high-quality candidates for all  positions;

Communicates with employees regarding compensation strategy, position/job classification, and administers pay policies and practices for PGCPS;

Processes pay changes and ensures payment of all negotiated stipends, differentials, and compensatory emoluments;

Interprets and provides clarity for Fair Labor Standards Act (FSLA) regulations, and ensures compliance. 

Contributes to developing compensation-related policy recommendations for consideration of management and for contract negotiations. 

Performs job analysis, constructs job descriptions, previews pay grade assignments and changes, and seeks appropriate approval to process;

Reviews complex compensation issues with employees and assists with interpretation of PGCPS pay programs and policies;

Provides recommendations for compensation and classification changes as necessary;

Coordinates workflow and procedures between human resources, accounting, payroll, and other departments to ensure timely accurate payroll processing;

Coordinates workflow and procedures to pay all negotiated stipends, differentials, and compensatory emoluments;

Performs desk audits as assigned;

Coordinates and monitors all temporary and second assignment requests;

Reviews compensation survey data for comparability, feasibility, and trends, and recommends changes as necessary;

Handles special projects as assigned by the Supervisor of Compensation, the Director of Employee and Labor Relations, and/or the Chief Human Resources Officer; and

Serves as liaison and support to school/office support staff regarding a variety of Human Resources issues that affect salary and payroll;

Utilizes all Human Resources information technology and adapts to new technologies quickly;

Interfaces with technology staff on information systems issues related to Human Resources; and

Performs other duties as assigned.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor's degree from an accredited college or university required.  Preferred major in Human Resources, Public Administration, Business Administration, or Finance.  At least (5) five years progressively responsible Human Resources experience, with at least (3) three years specializing in compensation/classification in a collective bargaining environment required.

No direct supervisory responsibilities.

ADDITIONAL INFORMATION:


Highly demanding and fast-paced environment; frequently required to work long hours and weekends. Annual leave may be limited during specified timeframes. Local and non-local travel may be required.
