POSITION SUMMARY:


The Childcare Program Liaison will work with internal and external stakeholders to institute new vendor-provided childcare programs, support obtaining state licensure for all new programs and ensure that all existing vendor-provided programs maintain compliance with state regulations as mandated by the Code of Maryland Regulations (COMAR) for Child Care Centers.  Work is performed under the general supervision of the Director of Early Learning and is reviewed in terms of accomplishing the program objectives.    

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Works with internal and external stakeholders to institute new and maintain existing vendor-provided childcare programs;

Performs numerous administrative tasks in support of the overall operations of the childcare programs;

Acts as an intermediary for the Director of Early Learning; attends meetings as required;

Provides guidance and technical assistance to childcare program vendors regarding personnel and licensing issues; interprets policies and procedures to assist vendors as needed;

Implements systems for assessing the needs of school-age children in schools and communities on an annual basis; conducts and creates a yearly evaluation report for the Director of Early Learning;

Develops procedure manuals for use in implementing all aspects of the program; prepares related memorandums;

Serves as the project manager of all childcare programs housed in PGCPS schools; maintains licensing files for each program;

Develops Gantt charts and/or charts of timelines for each vendor to identify the status of programs;

Completes annual in-services/training for all vendors to ensure the best quality service is provided to our communities;

Works frequently with many departments within the school system and outside agencies (i.e., MSDE, Prince George's Community College, Prince George’s County Fire Department, the Property Standards Office and the Prince George's Child Resource Center); as well as various local and national professional associations;

Supports and/or oversees other projects as designated by the Director of Early Learning and/or the Chief Academic Officer; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Ability to establish and maintain effective working relationships with officials and representatives from both within and outside the school system;

Must possess effective in written and verbal communication skills;

Ability to analyze issues, shift priorities and cope with ambiguity;

Must possess effective technology skills, especially in the areas of the Microsoft Office Suite and Google Suites;

Ability to conduct professional training sessions;

Must possess project management skills to develop reports, Gantt charts and timelines to monitor the success of childcare programs;

Ability to collaborate with principals to conduct the annual observation of programs;

Possess working knowledge of office procedures, practices and knowledge of the appropriate practices of school-age childcare and the state regulations as outlined in the Code of Maryland Regulations for Child Care Centers (COMAR 13A.16.01-.19); and

Must exercise good judgment and discretion in resolving vendor concerns and in applying and interpreting policies and procedures.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor's degree from an accredited college or university in business management, education or a related field preferred. A minimum of 5 (five) years of progressively responsible project management experience as well as experience overseeing childcare programs.

SUPERVISORY RESPONSIBILITIES:


Direct supervisory responsibilities for secretarial staff and temporary/second assignment employees who will assist the program.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
