POSITION SUMMARY:


Under the general supervision of the Instructional Supervisor, the Case Manager for Homeless Education performs responsible work in the coordination and implementation of services to the students and families seeking enrollment in the Homeless Education Program.  The Case Manager ensures removal of barriers to enrollment, retention, and academic success of students who are displaced.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Collaborates with school staff to ensure immediate enrollment of homeless students; including pre-school programs;

Monitors the educational services provided to homeless students, including pre-school programs;

Collaborates with school staff, parents and students for referrals to health care services, such as dental, mental health, and other social services;

Develops and conducts in-service training on educational rights of homeless students, service provision, and accessing services;

Maintains and updates accurate databases;

Provides support and technical assistance to parents, local school staff, and community agencies;

Collaborates with school staff in an effort to monitor attendance and academic performance;

Maintains regular communication with shelter and transitional housing staff in order to track changes in students’ residency status;

Initiates and/or participates in “Best Interest” meetings, parent-teacher conferences, and School Instructional Team (SIT) meetings;

Maintains and enhances knowledge of best practices via attendance at MSDE Technical Assistance meetings and the National Association for the Education of Homeless Children and Youth (NAEHCY) conference; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Thorough knowledge of McKinney-Vento Homeless Assistance Act, as amended by the No-Child Left Behind Act of 2001;

Ability to effectively work with principals, specialists and teachers to implement and monitor the program in schools;

Facilitate and monitor adherence to Administrative Procedure 5010;

Ability to relate effectively to and work with parents, students, staff and external agency representatives;

Ability to work independently and to exercise initiative in carrying out program duties and responsibilities;

Ability to demonstrate knowledge and use of effective problem-solving and oral communication skills, by engaging in active listening practices to resolve crises and conflicts;

Ability to effectively use computer software applications systems to promote and facilitate the efficiency of the office.  Knowledge of Oracle, Excel, database systems and the Microsoft Office tool is require; and

Demonstrate a high level of human relations, oral, written, communication, planning organizational, and technology skills.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor’s degree (Master’s Degree preferred) in applicable field of education from a regionally accredited college or university.

CERTIFICATION REQUIREMENTS:


A Professional Certificate (Advanced Professional Certificate preferred) appropriate to area of assignment issued by the Maryland State Department of Education.

SUPERVISORY RESPONSIBILITIES:


No direct supervisory responsibilities.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
