POSITION SUMMARY:


  Under the direction of the Director of Capital Programs, the Capital Improvement Program Officer is responsible for all aspects of planning, budgeting, and accounting for the Public School Construction Program.  The incumbent plans, organizes, estimates, and schedules the approved Capital Improvement Program projects and initiates actions necessary for the development of approved projects.  In addition, the incumbent serves as liaison between the Interagency Committee on School Construction, the Prince George's County Government, and the Board of Education.    

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Assists in preparing the annual Capital Improvement Program;

Establishes project budget models;

Coordinates staff assigned to project accounting and budgeting;

Coordinates planning and finance activities with staff assigned to project implementation;

Develops procedures for the selection of Architects and Engineers;

Initiates procurement of construction contracts;

Administers the construction bidding process; and

Implements and awards contracts.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Thorough familiarity with word processing, spreadsheet, and project scheduling computer applications;

Knowledge of state and local project funding procedures and guidelines;

Ability to read and interpret construction drawings, plans, blueprints, and specifications; and

Thorough knowledge of construction management techniques and building trade standards.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Bachelor's degree from an accredited college or university with major concentration in Architecture, Engineering, Facilities Planning, or a related field; a minimum of six (6) years' experience in planning and/or management of major capital projects.

May supervise subordinate employees.
