POSITION SUMMARY:


Under the direction of the Chief Information and Technology Officer, the Business Continuity Officer will oversee the design, implementation and ongoing support and training of all aspects of business continuity and operations planning for Prince George’s County Public Schools (PGCPS).  The incumbent of this position will work closely with members of the executive leadership team to ensure each division has well-crafted and regularly updated and tested continuity of operations plans that are in alignment with school system resources, goals and core values.  The Business Continuity Officer will manage the complex program activities related to business continuity planning and will oversee a diverse portfolio that includes the management of advisory boards, data governance, policies, procedures, processes, business continuity and asset management.  The incumbent will exercise broad strategic and operational leadership to create, design, implement, assess and revise programs and activities in service of business continuity operations for all of PGCPS. 

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Works closely with the Chief Information and Technology Officer, Chief Financial Officer, Chief Operations Officer, Chief Human Resources Officer, Chief Academic Officer and Chief of School Support and Leadership to develop and maintain up-to-date business continuity plans using a risk-based approach for each division;

Implements and conducts periodic business impact analyses and manages the Business Continuity Management program;

Builds and scales a disaster recovery program;

Leads business continuity and disaster recovery training and exercises;

Provides management, leadership and direction to building, maintaining and enhancing business continuity plans;

Communicates with senior leaders of PGCPS on plan status, including significant enhancements or issues that could impact business continuity planning;

Leads a core business operations team in the Division of Information Technology that focuses on asset management, risk assessment, operations planning and information technology policy and procedure development and ongoing maintenance;

Works across departments in the Division of Information Technology, as well as divisions in PGCPS, to develop and maintain standard operating procedures for business continuity planning in a rapidly evolving digital ecosystem; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Extensive knowledge and leadership in the area of business and operational planning for school systems or public sector organizations;

Dynamic and driven educational, business, technology or public sector leader with excellent oral and written communication skills;

Experience and ability to lead large and small group training sessions and meetings;

Ability and experience working closely with senior executives to drive key actions forward;

Demonstrated functional knowledge and skills in the area of information technology systems and school system operations;

Demonstrated knowledge and experience with the formulation, development and implementation of strategic planning to support the overall objectives of a school system or other business enterprise;

Demonstrated leadership and administrative competency;

Ability to perform executive level supervision for processing of complex activities and operations of a school system;

Demonstrated planning and organization skills and ability to manage multiple projects in order to meet deadlines;

Ability to exercise judgment and discretion in applying and interpreting school system policies and procedures; and

Ability to establish and maintain effective working relationships with key school system stakeholders.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master’s degree from an accredited college or university in business administration, information technology or a related field required. A minimum of five (5) years of progressively responsible experience spearheading special projects and working across departments in a school system required.  Previous experience in the leadership and operations of a school system that includes the design and implementation of business continuity and operations planning, preferred.
