POSITION SUMMARY:


  Performs technical duties in the preparation of the annual budget and in the analysis and control during the execution phase of the budget. An employee in this class performs numerous paraprofessional tasks in support of all phases of budget preparation. Work involves both continuing effort on assigned portions of annual budget and special studies and projects as assigned. Individual initiative is important and employees in this class are free to improve upon existing methods or develop new methods and techniques to accomplish assigned duties. Close supervision is not normally given in this class and all work assigned is expected to be carried through to completion. Work involves frequent contact with administrators, supervisors, account managers and the public. Work is performed under the direction of senior budget staff although day-to-day tasks may be performed in collaboration with budget analysts when working on specific projects.   

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Researches and prepares summaries to develop data for utilization in the preparation and revision of the budget, reports for the Board of Education, State Board of Education, external agencies, correspondence and other reports;

May advise and assist Account Managers in the preparation and revision of the budget;

Reviews budget estimates, during budget cycle for accuracy and conformity to establish policies, procedures and standards;

Conducts periodic analysis of selected accounts;

Work may include preparation of expenditure summaries and projection of requirements;

Collects and prepares materials for monthly/quarterly financial reviews including the development of historical data guidelines against which to measure actual monthly/quarterly expenditures;

Assists in maintaining budget control for positions including changes resulting from transfers, reorganizations and reclassification and develop statistics concerning unfilled positions and turnover rates;

Totals and verifies expenditure summaries, sub-object appendix and other areas assigned from data furbished by Account managers and other budget office personnel;

Assists in updating the Financial Manual on a yearly basis for distribution to all Account managers;

Answers technical questions and provides information to Account managers and other people involved with the budgetary process and external requesters;

Initiates, prepares, and maintains complex records of all approved transfers, and reassignment of funds, amendments, and supplements to the annual operating budget; and

Performs related work as required.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Working knowledge of the principle and practices of business management;

Working knowledge of budget systems practices and procedures and their application to a variety of transactions and problems;

Ability to analyze, interpret and report research findings, recommendations, both orally and in writing;

Ability to objectively analyze and recommend on a variety of budget actions;

Ability to establish and maintain effective working relationships with school officials, employees, outside agencies and the general public;

Considerable ability to work accuracy with figures; and

Ability to effectively organize work schedules and work under pressure.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Graduation from High School required with additional course work in accounting administration or finance on college level preferable or applicable fieldwork experience and training, which provides the required knowledge, skills and abilities.
