POSITION SUMMARY:


Under the direction of the Supervising Budget Analyst, the Budget Analyst I participates in the planning and preparation of the restricted grants annual budget and in the analysis and control of the expenditure budget.  The incumbent will perform administrative staff work in the collection, tabulation, summary, and analysis of preliminary budgetary statistical, accounting and divisional program grant data together withgrant programmanagement studies with respect to divisional requests regarding program expansion, reduction, deletion, or other modifications.  Work is reviewed for its contribution to successful accomplishment of the school system’s restricted budgetary functions  

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Participates in contacting divisions, gathering data, tabulating information, and providing related services directed toward the compilation and evaluation of division budgetary requests; 

Writes and/or editsgrant program narrative reports describing divisional program expansion, reduction, deletion, or other program modifications including unit operating costs and anticipated total future operational costs based upon suggested program modifications;

Participates individually in less complex projects and as a team member in more complex procedural and administrative analysis projects, including organization studies, program unit costing systems evaluations, and grantprogram budgeting system development and installation;

Acts as liaison with divisional budgetary and accounting representatives clarifying the grant budget procedures and related accounting and purchasing methods and procedures;

Assists in the collection and evaluation of estimatedgrant income and revenues;

Participates in production of charts, graphs and related exhibits for grantbudget hearings and program monitoring visits/reviews; and

Performs related duties as assigned.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Prior work experience in planning, analyzing, monitoring, and executing grant application budget plans and related data;

Working knowledge of office procedures, practices and equipment;

Working knowledge of the principles and practices of public and/or business administration; 

Working knowledge of the research and statistical principles, methods, and procedures applicable to governmental grantbudgeting and accounting; 

Working knowledge of the public budgeting process andfederal, state, and local grant requirements;

Proficiency in Microsoft Excel, Word and PowerPoint;

Ability to analyze, interpret and report research findings, and recommendations, both oral and written; 

Ability to exercise judgement and discretion in applying and interpreting policies and procedures related to the federal Uniform Grants Guidance (UGG) and Education Department General Administrative Regulations (EDGAR); and

Ability to establish and maintain effective working relationships with school officials, employees and the general public.

 

 

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor’s degree from an accredited college or university in accounting, public administration, business administration, or a related field required.  A minimum of two (2) years of experience in the field of budgetingand grants management which provides the required knowledge, skills, and abilities necessary to perform effectively in this position.
