POSITION SUMMARY:


  The Bilingual Parent and Community Outreach Assistant will support Title I schools by developing and delivering a parent education program to all Title I families.  The candidate must be bi-literate and demonstrate the ability to communicate and work with all families in their primary language. This position requires oral, reading and written fluency in both English and the high-need language identified in the school. The candidate will be responsible for developing and executing parent involvement workshops for school-based staff to encourage effective parent and family involvement.   

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Assists principals to ensure community outreach programs involving parents are in place at each site;

Supports the area offices in parent-related activities in Title I Schools;

Participates in all required trainings;

Designs and conducts parent education training workshops and activities to diverse parent groups;

Maintains adequate documentation, i.e., sign-in sheets, agendas, notes, evaluation forms (SANE) for meetings and community outreach activities;

Coordinates with the Title I office to ensure that parents in need of interpreter services are providing those services;

Serves as a member of the school improvement team and participate in the development of the school improvement plan;

Collaborates with parents to solicit their input on district and school level parental policies;

Conducts Title I parent and school needs assessments and summarizes data;

Collaborates with school staff and parents to develop the parent compact and ensure that it is utilized during parent conferences;

Develops, administers, and summarizes results of surveys to parents about activities in the parent policy and other school-wide activities;

Establishes effective community partnerships with local businesses, facilitates parental activities at school site, and provides information on community resources;

Maintains a database to document all services and activities provided to support family engagement and education in the Title I school;

Prepares reports related to parent education programs, workshops and activities conducted;

Participates on various committees, panels, work teams and task groups as appropriate;

Participates in school meetings, forums and other district-wide meetings pertaining to  Title I parent involvement;

Maintains in-depth knowledge of current effective practices and trends for implementation;

Maintains ongoing, effective communication with all parents, community, and staff regarding school programs (including Family Portal and Global Connect);

Ensures that a parent website is developed and maintained at each school and ensures that the site is linked to the Title I parent services website;

Sets up, monitors and provides information to parents on the parent/community resource room;

Attends and assists in the planning and organization of the Title I parent conference and the parent empowerment academy;

Makes periodic home visits, along with appropriate school staff, regarding attendance, emergency family needs, and crisis situations;

Supports all  parents to help them demonstrate an improved understanding of school policies, procedures, and educational requirements;

Facilitates communication to parents about public school choice, supplemental educational services programs, and highly qualified teacher requirements;

Collaborates with principals at schools with SES programs to ensure that students attend the programs and coordinates the attendance information for each SES provider;

Assists parents in making selections of SES providers and in completing forms/applications;

Responds to parent concerns and participates in parent meetings and conference calls; and

Perform other duties as assigned.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Demonstrated fluency in bilingual reading, writing and speaking skills in English and another high-need language based on proficiency testing in both English and the high-need language;

Ability to establish and maintain effective working relationships with all staff, students, families, and the public;

Ability to establish rapport with families from diverse cultures and backgrounds;

Computer literacy to include the use of Microsoft Word applications;

Superior grammar, spelling and proofreading skills in both English and the high-need language;

Strong interpersonal skills;

Ability to demonstrate good judgment, tact, diplomacy, patience, and courtesy;

Ability to work on a team;

Ability to plan and coordinate outreach events;

Knowledge of strategies that support family engagement in Title I schools;

Ability to make presentations before large audiences;

Ability to manage multiple tasks and coordinate events that foster family participation;

Strong time and project management skills;

Experience developing and presenting culturally appropriate parent trainings enabling high poverty parents to actively engage in their child's successful educational experience;

Ability to maintain documentation to provide evidence of parental engagement activities at the assigned Title I School; and

Excellent oral and written communications skills.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

High School diploma (Bachelor's degree from an accredited college or university preferred) or any other combination of applicable education, training, and experience which provides the knowledge, skills, and abilities necessary to perform effectively in the position may be considered.
