POSITION SUMMARY:


The Automotive Foreman II is an administrative and supervisory position involving accountability for the administration and supervision of assigned Central Garage Services personnel and all fleet maintenance activities and operations.  The position involves the oversight of multiple work locations and shifts (day, night, midnight and weekend) within the school districts northern, central or southern regions.  Supervision is exercised over Central Garage Services lower grade positions 10 through 24 as assigned. 

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Supervises and evaluates assigned lower grade Central Garage Services personnel at garage work locations;

Plans and administers fleet maintenance activities and operations at assigned garage work locations;

Coordinates and documents school vehicle collision repair services through property loss claims as reported by the Risk Management office;

Coordinates and documents school vehicle warranty repair services through original and aftermarket equipment manufacturers and suppliers;

Establishes and maintains schedules and provides oversight for vehicle preventive maintenance; safety recalls; warranty repairs, and school vehicle safety inspections;

Provides technical guidance and assistance to Central Garage Services personnel on difficult and complex jobs;

Conducts school vehicle and equipment safety inspections and evaluations;

Provides oversight for fleet maintenance contracted services;

Prepares specifications for fleet maintenance contracted services and commodities, requisition parts, supplies and services;

 Prepares repair estimates, reports and manages various special projects as assigned, assists with budget preparation;

Trains and supervises Central Garage Services personnel grades 10 through 24;

Utilizes a fleet and fuel management system along with other various computerized management operating systems;

Keeps employees informed of all school system and department related activities, procedures and policies;

Responds to work locations during emergencies; and

Performs other related duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Comprehensive knowledge of the automotive maintenance industry standard practices applicable to garage and fleet maintenance management;

Thorough knowledge of the business practices applicable to garage and fleet maintenance management;

Ability to develop, manage and administer preventive maintenance programs;

Ability to plan, supervise and evaluate the work of journeyman automotive mechanics and various other automotive tradesmen;

Ability to get along well with others;

Ability to maintain records and create reports;

Ability to make computations and tabulations; good administrative judgment;

Ability to work out-of-doors, coping with the varying climate condition and work environments;

Ability to make estimates of time and materials needed for automotive repair work;

Ability to coordinate repair and maintenance programs for shop equipment;

Ability to prepare vehicle bid specifications, and conducts studies on vehicle maintenance and safety equipment;

High degree of skill in diagnosing defects in automotive equipment and making detailed inspections of completed work; and

Excellent oral and written communications and human relations skills;

EDUCATION and/or EXPERIENCE REQUIREMENTS:


High school diploma required, college degree preferred with attendance at a vocational or trade school preferred; and or any equivalent combination of experience and training which provides the required knowledge, skills and abilities; and extensive experience as a journeyman automotive mechanic and garage coordinator including some experience in a administrative supervisory or management capacity.



CERTIFICATION REQUIREMENTS:


Possession of an appropriate and valid Maryland Motor Vehicle License with a driving record indicating five (5) or fewer current points of which no more than three (3) shall have been accumulated as a result of traffic violations occurring while operating a Board of Education vehicle.  Possession of a Commercial Driver’s License (CDL) Class "B" with endorsements "P" (Passenger) and "S" (School Bus) required; CDL Class "A" with "P" (Passenger) and "S" (School Bus and Air Brake) preferred. Automotive Service Excellence (ASE) Master Certifications (school bus; truck; automobile) are strongly encouraged and preferred.

Central Garage Services personnel grades (10 through 24).

PHYSICAL DEMANDS:


The physical demands are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. While performing duties of this job, the employee must have the strength and dexterity to perform all required tasks including the ability to climb a 40' vertical ladder, work from scaffolding and a bucket truck, the ability to lift and carry a minimum of 80 lbs., work in cramped interior spaces, and the ability to do extensive walking, bending, stooping, crawling and kneeling in the course of completing daily work assignments. The employee is required to maintain sustained physical effort and some exposure to dust, dirt, chemical solutions, solvents, odors, and adverse weather conditions.
