POSITION SUMMARY:


The Associate Superintendent – Special Education is responsible for managing the activities of the reporting departments for the effective and efficient operation of areas of responsibility and providing oversight and direction with the development and implementation of the division’s budget. The Associate Superintendent – Special Education provides oversight and supervision regarding the development, design, delivery, implementation and monitoring of diploma and non-diploma bound special education services for students with disabilities from ages birth though 21 to ensure A Free Appropriate Public Education (FAPE) in compliance with the Individuals with Disabilities Education Act (IDEA).

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Interprets, implements and adheres to federal, state and local policies that ensures the provision of a FAPE for students with disabilities;

Ensures compliance with the Office of Civil Rights agreements with the school district;

Develops, reviews and monitors all required federal, state and local reporting requirements to ensure the district’s compliance;

Develops, reviews and monitors the implementation of state and federal grants to support the safety, social-emotional and academic needs of students;

Assists in designing, implementing and monitoring special programs and services to ensure the continuum of special education services for students with disabilities ages birth – 21;

Improves the academic achievement of students with disabilities;

Provides oversight regarding the implementation of Section 504 services;

Provides oversight in the development, implementation and monitoring of the division’s budget;

Provides supervision and oversight regarding the allocation and distribution of special education resources to schools, including staffing to ensure equity;

Participates and attends state and county meetings and/or serves on multi-agency committees to promote the academic, physical and mental health needs and progress of students with disabilities in Prince George’s County; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Thorough knowledge of the Public School Laws of Maryland, the bylaws of the State Board of Education, and the policies of the Board of Education of Prince George's County;

Thorough knowledge of the subject fields of special education and early childhood;

Thorough knowledge of federal laws pertaining to students with disabilities;

Ability to use computer technology in an administrative and educational setting;

Ability to present at evening Board of Education meetings, Parent Teacher Association meetings, award ceremonies, and other programs;

Excellent organizational, supervisory, and interpersonal skills; and

Demonstrated oral and written communication skills as well as problem solving and consensus building expertise.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master's degree from an accredited college or university with course work in special education or a closely related field required; Doctorate degree preferred. A minimum of five (5) years of demonstrated successful administrative leadership experience in the planning, development and implementation of programs in special education and/or legal issues related to special education required. 

CERTIFICATION REQUIREMENTS:


Maryland Professional Certificate with Administrator II endorsement required; holds or is eligible for Superintendent’s endorsement.

SUPERVISORY RESPONSIBILITIES:


Oversees and provides guidance to area personnel.

While performing the duties of this job, the employee is frequently required to stand, talk, hear, walk, sit, and use fingers, tools or controls. The employee is occasionally required to reach with hands and arms and stoop, kneel, crouch, or crawl. Specific vision abilities required by this job include close vision such as to read handwritten or typed material, the ability to adjust focus, and depth perception. While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
