POSITION SUMMARY:


Under the direction of the Coordinating Supervisor, Assistant Instructional Supervisor – Instructional Supports, Assessment and Accountability will be responsible for developing and monitoring of implementation of the special education instructional program.  The incumbent will support the monitoring of major initiatives of the Department of Special Education to ensure compliance with federal, state and local regulations. The Assistant Instructional Supervisor is responsible for providing leadership for the Instructional Supports, Assessment and Accountability programs and services.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Leads the development and monitoring of implementation of the special education instructional program to address local and state mandates and priorities specifically in the subgroup performance areas by participating in data review and addressing the general and special education staff on such issues that impact students with disabilities;

Works collaboratively with administrative staff to enhance educator capacity by supporting the implementation of Common Core State Standards (CCSS), Framework for Teaching (FFT), and Student Learning Objectives (SLOs).

Provides technical support in analyzing data to ensure delivery of special education services in the least restrictive environment;

Provides technical support and assistance with the implementation of online state assessments;

Reviews Individualized Educational Plans (IEP) and records of students to assist preparing responses to parent concerns;

Leads in the development and delivery of systemic and school-level workshops on all instructional and compliance issues, IEP development, modifications and accommodations, and behavior management in collaboration with the Department of Special Education;

Interprets and articulates special education regulations, policies and procedures to principals, educators, other school staff and parents to ensure compliance with federal and state mandates;

Keeps abreast of latest research, best practices, developments and techniques in the delivery of special education instruction;

Collaborates with central offices, school administrators, specialists, school staff and special education personnel in monitoring and evaluating implementation of the instructional program;

Acts as a liaison between Maryland State Department of Education (MSDE) and Prince Georges County Public Schools (PGCPS) on key special education issues;

Acts as a liaison between key PGCPS departments and the Department of Special Education; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Thorough knowledge of special education state and federal laws and mandates;

Thorough knowledge of current educational principles, best practices and procedures in special education, staff training, instruction and assessing program needs;

Knowledge of Prince George's County Public Schools (PGCPS) organization and administration of curriculum, program of studies, policies, and federal and state laws related to instructional responsibility;

Knowledge of state and local standards and assessments and the ability to apply them to curriculum and classroom instruction;

Knowledge of national standards, curriculum development, student and program accountability;

Knowledge of use of technology to support learning and as a tool, instructional materials with modifications and accommodations, and experience teaching across disciplines with diverse populations as they relate to compliance;

Thorough knowledge and understanding of disabilities;

Ability to effectively work with principals, specialists, and other educators to implement and monitor the instructional program in diverse school settings;

Excellent oral and written communication skills, as well as effective human relations and interpersonal skills; and

Computer literacy including proficiency with Microsoft Office.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master's degree from an accredited college or institution in education and/or special education required.  A minimum of five (5) years of successful teaching experience in special education with a strong special education instruction and compliance background required. 

CERTIFICATION REQUIREMENTS:


Advanced Professional Certificate with Administrator I endorsement required; certification in Special Education or dual certification in General and Special Education required.

SUPERVISORY RESPONSIBILITIES:


Assists the Coordinating Supervisor in overseeing and providing guidance and direction to assigned personnel.
