POSITION SUMMARY:
Under
the direction of the Director of Capital Programs, the Architectural Project
Manager performs advanced design work and construction administration, directs
drafting activities for assigned Capital Improvement Program (CIP) projects,
and reviews work of outside consultants. The incumbent of this position interprets
architectural and engineering data, prepares and plots 2D/3D CADD drawings,
coordinates the design work with the project budget, analyzes and assesses the
impact of cost proposals, and works directly with design and construction managers
and staff.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Reviews
and approves schematic, preliminary and final plans and specifications for
projects involving alterations, additions, and new construction of schools;
Reviews
and approves architectural agreements, construction contracts and change
orders;
Oversees
elements of the design and construction processes; responsible for safety,
aesthetics and usefulness of buildings and renovations;
Ensures
designs are kept within project budget;
Develops
correspondence between the department and other agencies or firms for Request
for Proposals (RFP), instructions, and/or procedural requirements, to include
preparation of design documents required by MSDE;
Performs
on-site observations as the school system’s representative to ensure compliance
with approval of construction documents;
Provides
field reports from observation of construction projects;
Coordinates
owner-provided services, e.g., testing and borings;
Reviews
and evaluates cost proposals and/or delay claims that may affect contract value
or completion date;
Reviews
and identifies errors, omissions and code defects in construction documents in
preparation for bidding projects;
Represents
the school system at design and construction progress meetings;
Meets
with community representatives, school principals and staff to explain design,
instructional programs, project schedules, etc.;
Participates
in all project phases including design proposals, schematic and design
development, construction and administration documents;
Meets
with members from the instructional staff, principals and other appropriate
staff members in the development of the educational specifications; and
Performs
other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Possession
of an appropriate and valid Maryland Motor Vehicle Operator’s License with
driving record indicating five (5) or fewer current points of which no more
than three (3) shall have been accumulated as a result of traffic violations
occurring while operating a Board of Education vehicle.
Thorough
knowledge of the principles, practices, techniques, and application of
architectural design and engineering;
Thorough
knowledge of design drawing, building plans, and construction document
specification interpretation;
Considerable
knowledge of present building codes and standards, life, safety, health and
handicap codes, and construction procedures, including construction management,
project and product cost estimations, zoning regulations and
mechanical/electrical and HVAC engineering;
Good
working knowledge of the principles of school administration and organization;
Thorough
knowledge of the Maryland State Public School Construction Program, Regulations
and Procedures;
Considerable
knowledge of construction document development, design principles, editing,
error, and omission review; good management skills;
Ability
to make and communicate a variety of recommendations for architectural
engineering and mechanical/electrical situations;
Ability
to inspect and evaluate all phases of construction projects to determine conformance
to construction specifications;
Effective
human relation skills;
Ability
to establish and maintain effective and professional work relationships with
other school officials and outside agencies; and
Excellent
oral and written communication skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor’s degree
from an accredited college or university in architecture required; Master’s degree
preferred. A minimum of seven (7) years
of experience in architectural design and drafting under the supervision of a
licensed professional required; previous experience in K-12 facilities
preferred.
