POSITION SUMMARY:


Under the direction of the Senior Hearing Administrator, the Appeals Case Manager performs highly confidential and complex administrative and project management functions in support of the day-to-day operations of the Office of Appeals. The incumbent of this position provides procedural assistance, case management and support to other unit staff. 

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Conducts initial review and case analysis of appeals received by the Office of Appeals to determine jurisdiction; prepares and drafts routine correspondence to appellants acknowledging receipt of cases or delineating procedural requirements;

Dockets appeals and schedules cases for hearing by Hearing Administrators within requisite timeframes; maintains the Office of Appeals calendar;

Maintains and tracks cases; determines appropriate case categorization, collects data on all cases to include the status, timeframes for completion and outcomes; analyzes the data collected to revise practices and drive change/action as needed;

Assists in developing and implementing effective internal controls for ongoing monitoring and evaluation of compliance with state and federal laws and regulations and local administrative procedures;

Assists with the development and implementation of legal compliance reports; prepares executive summaries, statistical reports, documents and correspondence;

Provides leadership in the selection, implementation, use and maintenance of case management systems; provides technical support and/or training as needed;

Participates in the collection of case management data, the assessment and analysis of results, the drawing of valid conclusions and the identification of resolutions or alternative solutions;

Participates in internal audits to monitor the system’s compliance in the collection, review and analysis of statistical data on system and school-level program activities; and

Performs related duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Demonstrates knowledge of all federal and state laws and regulations that pertain to K-12 education;

Specific knowledge regarding student grading and discipline policies and procedures; as well as the appellate process for student and employee related appeals;

Considerable knowledge of school system functions and organizations;

Experience in analyzing and interpreting a variety of data sources; ability to gather, organize, analyze, and report information and data to individuals/groups of varying sizes;

Demonstrated competence in the ability to provide timely and accurate information needed to inform executive decisions;

Experience using Google platforms; demonstrated proficiency with business technology applications (e.g. Microsoft Office Suite – Word, Excel, Outlook and PowerPoint) and cloud-based applications;

Ability to deal tactfully and effectively with school system administrators, staff, parents and the community;

Ability to quickly analyze problems and recommend workable solutions including implementation;

Ability to maintain confidentiality with sensitive information;

Must be collaborative and have an excellent ability to work in a team environment with experience in working with people of diverse backgrounds and cultures; working across multiple departments and units;

Highly self-motivated, self-directed, and attentive to detail; ability to prioritize and execute tasks under pressure;

Flexibility and ability to adapt to evolving job roles and diversity of projects; excellent problem-solving skills and ability to develop appropriate options and actions;

Excellent oral and written communication skills; and

Excellent human relations skills.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor’s degree from an accredited college or university in law, legal studies or a closely related field required; Master’s degree or higher preferred.  A minimum of three (3) years of progressive experience in one or more of the following areas:  public school legal issues pertaining to student discipline, non-certificated employment appeals or internal administrative review.
