POSITION SUMMARY:


Under the direction of the Supervisor, Office of Professional Learning and Leadership, the Alternative Teaching Pathways Liaison assumes the lead role in managing the Maryland approved alternative teaching pathways/alternative certification programs for Prince George’s County Public Schools.  The incumbent will be responsible for recruiting, screening and approving applicants for inclusion in the alternative teaching pathways/alternative certification programs and supporting the entire alternative certification experience.  The Alternative Teaching Pathways Liaison will be responsible for coordinating meetings and workgroups with various stakeholders in an effort to maximize program efficiency and effectiveness and expand alternative teaching pathways/alternative certification offerings.  The incumbent will monitor and provide oversight and guidance to program participants and facilitate improvement strategy meetings both locally and with the Maryland State Department of Education (MSDE).

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Plans and hosts alternative teaching pathways and alternate certification information sessions; provides opportunities for program participants, mentors and administrators to network and to collaborate on program improvement and expansion;

Maintains a database of applicant data and program participant data; compiles and distributes various reports as required; uses data to ensure participant satisfaction and retention goals are met, as well as to ensure program participants are on track to meet program requirements and expectations;

Creates and implements communication and support structures for participants of alternative certification programs; collaborates with partnering offices and departments as necessary to ensure the success of program participants;

Consults with the Office of Certification to determine eligibility and certification requirements prior to admitting candidates into the program; monitors certification status of alternative certification teachers, communicating in electronic, written and oral formats with employees and administrators; ensures program participants are kept up-to-date on all program and certification requirements;

Develops university partnerships in an effort to grow and expand the alternative certification programs offered; outreach to non-teaching and conditional/provisional educators to develop “Grow Your Own” pipeline program;

Works in partnership with teacher program training providers to develop and implement alternative teacher training; leads and supports professional development workshops;

Monitors the pre-employment training plan for alternative certification teacher candidates; collaborates with HR staffing and school-based administrators to ensure a smooth transition for program participants;

Partners with HR staffing regarding projected needs in critical teaching shortage areas, designs recruitment efforts and program expansion opportunities with projected needs in mind;

Facilitates periodic residency evaluations and collaborates with other offices/departments as appropriate;

Recruits, hires and assigns mentors to alternative certification teachers and monitors the mentor program; supports program participants in developing strong relationships with mentors; assumes time-keeper role for mentors;

Provides advice and guidance to applicants and alternative certification teacher program participants; serves as a resource on alternative certification for current and prospective program participants;

Maintains up-to-date knowledge base of Maryland Approved Alternative Preparation Programs and state certification requirements;

Serves as a liaison between PGCPS and MSDE, as well as the local expert on alternative certification programs; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Ability to analyze, interpret and communicate alternative certification requirements and procedures to a wide range of stakeholders; knowledge of state certification and alternative certification requirements, including the Every Student Succeeds Act (ESSA);

Ability to collaborate and work effectively as a team; proactively works in partnership with others to achieve a common goal or necessary objective; builds rapport and cooperative relationships with others;

Skilled in maintaining, using and interpreting data to provide projections and reports; ability to analyze information to make data-driven decisions and recommendations.     

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor's degree required from an accredited college or university in education, human resources, curriculum and instruction or a related field; Master’s degree preferred.  Five years of progressively responsible experience in human resources/human capital management or professional development (teaching, building leadership), some of which preferably has been in an educational setting.
