POSITION SUMMARY:


Under the direction of the Director of Government Relations, Compliance and Procedures, the Administrator – Compliance and Procedures performs highly confidential and complex administrative functions in support of the day-to-day operations of the Office of Government Relations, Compliance and Procedures as well as reviews and evaluates compliance issues and concerns related to student safety, and fraud, waste and abuse with PGCPS.  The incumbent of this position assists in the administration and coordination of the work of the Office of Government Relations, Compliance and Procedures, including monitoring, documenting and reporting the results of compliance investigations and providing guidance to executive leadership and school-based administrators regarding compliance-related matters.  The incumbent of this position reviews, analyzes and drafts administrative procedures.   Special assignments are received through conferences, written instructions and requests from the Director.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Assists in developing and implementing effective internal controls for ongoing monitoring and evaluation of system compliance with state and federal laws and regulations and Board policies and system administrative procedures;

Assists with district-wide implementation of the mandatory compliance professional development for PGCPS employees, volunteers and contractors;

Investigates allegations of waste, fraud and abuse or student safety violations in collaboration with other divisions/departments as needed;

Acts as a liaison between PGCPS and external agencies, such as local police, the State’s Attorney’s Office, local Homeland Security and Child Protective Services;

Assists with resolving compliance-related risks including, but not limited to, working across normal lines of management responsibility in order to facilitate communication and commitment among different divisions, departments and offices to attain compliance related goals;

Assists with the preparation of a variety of reports on system-wide efforts related to compliance with state and federal laws and regulations, and Board policies and system administrative procedures; 

Assists with the development of corrective action plans for resolution of compliance issues and concerns; 

Provides guidance to school-based administrators and department heads regarding the interpretation and implementation of various administrative procedures; 

Assists with drafting and reviewing administrative procedures;

Assists with tracking and monitoring divisions/departments’ implementation of legislation in which the division/department is responsible for implementation;

Assists with monitoring and identifying changes in employee expectations addressed in newly developed/revised Board of Education policies and system administrative procedures to ensure necessary updates are made to the Employee Code of Conduct annually;

Provides assistance to parents, community members and employees relating to interpreting and navigating system policies and procedures; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Considerable knowledge of school system functions and organizations;

Experience in analyzing  and interpreting a variety of data sources;

Demonstrated competence in the ability to provide timely and accurate information  needed to inform executive decisions;

Demonstrated ability to present to a variety of audiences (board members, executive leadership, school faculties, and parent/community groups);

Experience using Google platforms;

Demonstrated proficiency with business technology applications (e.g. Microsoft Office Suite – Word, Excel, Outlook and/or PowerPoint) and cloud-based applications;

Ability to deal tactfully and effectively with school system administrators, staff, parents and the community;

Ability to gather, organize, analyze, and report information and data to individuals/groups of varying sizes;

Ability to maintain confidentiality with sensitive information;

Must be collaborative and have an excellent ability to work in a team environment with experience in working with people of diverse backgrounds and cultures; working across multiple departments and units;

Highly self-motivated, self-directed, and attentive to detail;

Ability to prioritize and execute tasks under pressure;

Flexibility and ability to adapt to evolving job roles and diversity of projects;

Excellent problem-solving skills and ability to develop appropriate options and actions;

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master’s degree from an accredited college or university required; Doctorate of Jurisprudence from an accredited law school preferred. A minimum of five (5) years of successful experience in compliance-related work, professional investigations and/or development of procedures required.

Oversees and provides guidance and directions to the unit staff.
