POSITION SUMMARY:


  Under the direction of the Director/Supervisor, performs accounting work of a highly and responsible nature. Positions in this class involve the performance of complex, highly difficult and responsible tasks of a paraprofessional accounting nature. Work includes coordinating and managing a wide variety of budgets from local, state and federal funds. These programs are highly significant with complex quarterly and annual reports. The incumbent also prepares all necessary budget and financial documents that are required for the department's successful financial program operations. Intensive attention to detail is required in this position and the incumbent must be knowledgeable in budget management. Supervises office staff and performs secretarial and administrative work as required.    

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Coordinates and manages a wide variety of budgets from local, state, and federal funds; analyzing, reconciling and preparing financial reports and reviewing and monitoring monthly account manager reports;

Establishes and maintains accurate financial files for all assigned grants; prepares the necessary budget and financial management documents, including up-to-date financial ledger, quarterly reports, budget adjustment requests, disbursement authorities, requisitions, change orders, files of purchases and payments of invoices for purchases, self-insurance, mileage reports, staff travel, and all other forms required for successful financial operations;

Assists schools using Grant Funds with the budget/accounting process relative to utilizing their appropriations; develops and maintains individual spreadsheets for schools; develops and maintains an effective computerized tracking and monitoring system for expenditures;

Assists in the preparation of the annual budget under the direction of the director/supervisor; advises the director/supervisor of any changes and the status of financial matters; and assists in the projection of budget needs;

Under direction, initiates financial correspondence as needed; serves as liaison to other school system offices i.e., Budget, Accounting, Accounts Payable, Human Resources and MSDE;

Conducts administrative and procedural systems analysis reports;

Corresponds with vendors relative to pricing and invoices;

May oversee, train and supervise accounting team for consistency and accuracy in policy and procedures; and

Performs related work as required.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Thorough knowledge of clerical-accounting practices;

Extensive training in budget operations and management;

Demonstrated experience in keeping accurate data for a variety of programs;

Ability to treat information, data, and records confidentially;

Ability to perform a wide range of standard office clerical tasks quickly and efficiently;

Ability to operate machines and other common office appliances;

Ability to maintain records and prepare reports from such records;

Ability to assist in the office budget's management;

Ability to operate computer with proficiency, including Word, Microsoft, Windows, PowerPoint, Excel, and knowledge of sophisticated software for budget management;

Ability to understand and follow oral and written instructions; and

Good human relations skills.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

High School diploma preferably including or supplemented by college level courses in accounting with experience in preparing financial reports; or any applicable field work experience and training which provides the required knowledge, skills and abilities.
