POSITION SUMMARY:


The Accounting Technician II is responsible for performing work pertaining to the processing of requisitions and assisting in the processing of the payment of invoices to contractors and consultants related to capital improvement projects that are funded by the County and/or the State of Maryland.  The person in this position also assists the Fiscal Analyst in analyzing data and information and preparing reports related to fiscal matters. 

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Initiate purchase orders for all contracts utilizing capital funds; assist in entering and processing items in Oracle; monitor spending and any increase/decrease on each purchase order;

Review project requisitions for accuracy, as well as verify contract balances;

Input data for each requisition on separate spreadsheet maintained for projects; 

Establish and maintain accurate financial files for all projects;

Posses' strong technical and analytical skills;

Assist with compiling expenditures incurred on each project from the inception to close of the project;

Assist with researching data to develop monthly and quarterly financial models utilized for management interpretation;

Assist with the preparation of monthly and quarterly reports to include funding;

Maintain and process change orders and allowances for all applicable projects;

Maintain approved/pending change orders, allowance usage, contingency usage, and actual expenditures;

Participate in the gathering of data for both internal and external audits;

Assist with daily operations of processing requisitions to be reviewed collaboratively with the Fiscal Analyst, to ensure appropriate category objects are utilized and confirm funding in the Oracle financial system;

Follow up when necessary with the Accounting Office and/or the Accounts Payable Department on pending payment requisitions;

Frequent contact with contractors and/or consultants regarding invoice issues via the telephone, internet, and/or in person:

Process purchase orders/disbursement authorities and track through the approval, as well as actual payment to various vendors;

Assist with special CIP fiscal projects;

Assist with developing the documentation of  CIP fiscal policies and procedures for various tasks performed by the Fiscal team;

Assist with ensuring the proper classification of all capital expenditures incurred i.e. architect/engineer, direct construction, construction management fees, and all other related fees;

Ability to research and resolve fiscal  inquiries;

Assist with the end-of-year close-out process in accordance with the annual CFO Bulletin:

Proficiency with Microsoft Office (Excel; PowerPoint; Word); Oracle (SSP module; Finapps);

Assist with research to include gathering and summarizing data for various projects;

Ability to manage multiple tasks in a timely manner; and

Ability to interpret data.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Ability to treat information, data, and records confidentially;

Ability to maintain records and prepare reports from such records; and

Ability to operate a computer with proficiency, including Word, Microsoft Windows, PowerPoint, Excel, and knowledge of Oracle Financial Applications.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Graduation from high school, preferably including or supplemented by college level courses in accounting, with at least five (5) years of experience in preparing financial reports in the public or private sector; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
